There is no doubt that M23 will lay or is preparing an attack on Bukavu.After the fall of Goma,M23 regained more confidence,got more supporters and achieved more recruits.And most importantly received a huge boost to their armory from guns left behind by the FARDC and their allies.According to latest intelligence, alot of M23 spies are spread and monitoring situation in the key strategic points of Bukavu.It very sad and unfortunate for very few will be ready to hear such facts.The M23 is ready and in high gear to take on the city of Bukavu.It with this or to this effect that FARDC made alot deployments mainly to guard the Kavumu airport,several sources also indicate that slot South African army is currently being deployed in DRC with the latest batch to arrived have dropped in at the begging of this weekend.The M23 is believe to be currently 30 km away from Kavumu airport.

Intelligence extracts from DRC diplomats.Is this the real reason why Tshisekedi ha refused to have talks with M23

 





The former President of the Democratic Republic of Congo (DRC), Joseph Kabila Kanambe, allegedly entered into a secret agreement with Paul Kagame to facilitate the looting of Congolese minerals in exchange for so-called peace and security in the Kivu region.


A dossier has now surfaced revealing the full extent of these dealings. Today, Minister of State of the DRC, Thérèse Kayikwamba Wagner, has arrived in Washington, D.C. for a two-day working visit with the Trump administration, which has been left shocked by the revelations.


THE SCANDALOUS AGREEMENT: A DEAL WITH RWANDA & M23


The Trump administration has reportedly been stunned by the details of an agreement between the Congolese government, led at the time by Joseph Kabila (born Hypolite Kanambe Kazemberere), and the CNDP, the precursor to the M23 movement—the same group that is waging war against the DRC today under the support of Rwanda.


This agreement, signed in 2013, is now being used as a pretext by Rwanda to demand formal dialogue between the DRC and the M23-AFC terrorist movement, despite its clear aim of destabilizing and fragmenting the DRC.


However, one of the most sinister elements of this deal—now coming to light—is that it was not merely about securing mineral wealth but part of a larger, long-term strategy to establish a Tutsi Hima Empire stretching from Uganda, Burundi, Rwanda, and Kivu, with plans to eventually take over Kenya, Tanzania, and Angola after the conquest of Congo.


The plan allegedly included the assassination of Burundi’s Hutu leadership, followed by the ethnic cleansing of non-Tutsi populations in Kivu, clearing the way for Tutsi dominance across the region.

Key Aspects of the 2013 Agreement


I. Loss of Congolese Sovereignty & Regional Autonomy


1. Decentralization of the M23’s power across all eastern provinces, effectively giving the terrorist group control over strategic regions.


2. Recognition of a "disaster zone" covering North Kivu, South Kivu, Ituri, Haut-Uélé, Maniema, and Tanganyika, cutting off Kinshasa’s control over these areas.

If action is not taken, the dream of a Tutsi Empire stretching across Central and East Africa may soon become reality, at the expense of millions of innocent lives and the territorial integrity of sovereign nations.

We recommend that the population of Goma follow the following measures:


1) Stay safe, at home;


2) Refrain from committing acts of vandalism and looting;


3) Block the road to Rwanda's manipulative propaganda.


We call on all Congolese, wherever they are in the world, to mobilize in support of our compatriots in North Kivu, our FARDC and the Supreme Commander.

MONUSCO relocates som of its staff as security in GOMA worsens

 

Faced with the deterioration of the security situation in North Kivu and particularly around the city of Goma, MONUSCO announced this Saturday the temporary relocation of its non-essential personnel from Goma. This decision aims to ensure the safety of employees while maintaining essential humanitarian operations in the city.


According to MONUSCO, while this measure could suggest a withdrawal, it is in reality a strategic adaptation. The personnel essential to the continuity of operations, particularly in the areas of humanitarian aid and the protection of civilians, will remain on the ground. The United Nations is thus reaffirming its unwavering commitment to the populations of North Kivu, who are particularly vulnerable in the face of the crisis.


The deterioration of the security situation in North Kivu, marked by an upsurge in violence and population displacement following the M23-RDF war, has forced the UN to take this difficult decision. The temporary relocation of non-essential staff helps minimize the risks incurred by employees while ensuring the continuation of vital activities on the ground, MONUSCO sources learned. 


"This measure will not impact the provision of humanitarian assistance to the most vulnerable populations. The UN will continue to ensure the distribution of food, medicines, and provide support in terms of shelter and protection. Humanitarian teams present on the ground will work closely with national authorities and humanitarian partners to respond to urgent needs," a MONUSCO source said.


Despite this difficult context, the UN reiterates its commitment to supporting peace, stability and development in the Democratic Republic of Congo. This organization reassures that it will continue to work alongside the Congolese authorities and civil society to find lasting solutions to this complex humanitarian crisis

DRC crisis!Emergency meeting of the UN Security Council on Monday, January 27




According  to Intelligence collections from diplomatic circles within DRC,there is confirmation that UN Security Council will meet on Monday, January 27, urgently to discuss the escalation of fighting in the east of the Democratic Republic of Congo, we learned this Friday evening at the headquarters of the organization in New York. According to diplomatic sources, ths emergency meeting was requested by Kinshasa, then relayed by France, while clashes have been intensifying in North Kivu and South Kivu for several days between the Congolese army and the M23.



M23 gives a 48 hour altimatum to FARDC soldiers in GOMA to lay down their weapons

The Rwandan rebels of the M23 have surrounded Goma and are starting to do housework, in light of their multiple military successes in the theater of operations at the front in the East of the DRC where they have conquered a large part of North Kivu.


Under the impetus of Rwanda, the architect of this Congolese drama, the M23, reinvigorated by its military assets, has publicly given 48 hours to the Congolese army stationed in Goma to lay down its arms.


The rebels say ,"The city of Goma must never be used as a battlefield, and our organization will not tolerate any armed group engaged in a conflict against the civilian population" 


"The rebels in question, today, to improve their image as killers, are using PR to improve their disastrous image in light of their heinous crimes as well as on the local populations",said one civilian from Goma

President Felix Tshisekedi has recalled all DRC embassy staff stationed in Rwanda and ordered the closure of the DRC embassy in Rwanda.
Thérèse Kayikwamba W, Minister of State, Minister of Foreign Affairs, International Cooperation  requests by correspondence the cessation of all activities of the Rwandan embassy in the DRC.
As indicated in the letter below:

Kinshasa has just given 48 hours for all diplomatic and consular staff of the Embassy of the Republic of Rwanda in Kinshasa to leave the country.


Today in Kigali, DRC diplomatic staff have been leaving Kagame’s country.

All the staff have been ordered to leave Rwanda immediately.Many lament that Tshisekedi should have done this earlier.


Rumours on death of Major General Peter Chirimwami,was he killed by M23?

 


Is that the truth behind his death or a disinformation from the enemy camp to cause more confusion!

1) He receives the order of Kinshasa not to attack and observe the ceasefire.

2) Under the high pressure of the units on the front (mainly some commanders and colonels of units) he decides to go to the front in Sake to tell the truth to the fighters on the ground, comfort them and relaunch morale.

3) Arriving at the front, he rather meets a climate of stampede and anger between the units (mainly the wazalendo and the republican guard who have just lost many of their mmbers in the fighting and the pain is lively), the wazalendo and GR threatens General Peter Chirimwami directly as Being the basis of the death of their companions,blame him for being inactive they say because he refused to send the air reinforcements and fighting tanks.

4) He therefore realizes that he made a big mistake to go to the front at this very specific moment, he thought it was controllable it is also the reason why he presented himself appearing worried and without being heavily armed or military protective equipment.

5) Under this climate and strong pressure and threats, he decides to make a video where he tells the truth and the  video is available,he said: the army is an instrument of the political, I received the order not to attack and I respect the orders, I only obey, unlike many who think that you were massacred on front  without me  intervening, I only follow the orders.

6) Altercations then arise between his guards, the Wazalendo and the GR in his tent. Unprotected or equipped, he will receive yaws and die on the fields with several other soldiers from his guard.

7) The order is given not to take his body back to Goma to maintain the tension but to send it back directly to the airport for Kinshasa, which is done and rumors begin to circulate.

8) The UDPS and many others claim the death of the one they call "traitor" and you already know why!!!

Clashes still going on!

 Clashes between the DRC Armed Forces (FARDC) and the M23 rebels, supported by Rwanda, are continuing this Friday, January 24 on two different fronts around the city of Goma (North Kivu), notably on the Kibumba axis, in the Nyiragongo territory, and on the Sake axis, in Masisi.

According to some sources, the Congolese army and its allies are trying to push back the rebels who are in the city of Sake and to counter their advance towards the Kibumba area.

Since 8 a.m. local time, witnesses claim to have heard detonations of heavy and light weapons, notably on the Sake axis, in Masisi territory and on the Kanyamahoro-Kibumba axis, in Nyiragongo territory. 

These detonations, which continue on this axis, are exacerbating panic in the city of Goma.

As for Sake, several sources indicate that the city, including the village of Mubambiro, was occupied by M23 rebels until Friday morning. 

According to these sources, the army and its allies are trying to counter the advance of these rebels towards Goma by passing through the Virunga National Park via the north of the Nzulo locality. 

On the other front, violent clashes are also continuing on the Kibumba axis where, since early Friday, the M23 has been attempting another breakthrough towards Goma. But they are being prevented from doing so by the Congolese army, report sources in the region.

The day before, the front line of the Sake axis was defended by the FARDC and allies including the Wazalendo, the SAMIDRC Regional Force and MONUSCO peacekeepers.

Since Thursday, January 23, MONUSCO has reactivated Operation Springbok, launched several months ago to protect the city of Goma, jointly with the FARDC.

Also on Thursday, detonations of heavy weapons were heard in this northern part of the Nyiragongo territory. A bomb dropped by the rebels fell in a village in the Muja group, causing the death of at least two civilians.

Defence Attachés of their Countries in Embassies in Rwanda visited the Mutobo Center, which houses former combatants, and spoke with those who recently defected from the FDLR, who told them how this group works with the FARDC, as well as the Burundian army and the Wazalendo movement.


This was an event that took place on Wednesday, January 23, 2025, where the Defence Attachés visited the Mutobo Center, which houses former combatants before being reintegrated into civilian life.


This group of representatives of the interests of their countries' military in the embassies were welcomed by the Rwandan Defense Forces Spokesperson, Brig Gen Ronald Rwivanga, who told them that these fighters have chosen to distance themselves from the FDLR, due to the group's toxic nature.


The former fighters also explained in detail to the Defence Attachés the military cooperation between the FDLR, the Congolese army (FARDC), the Burundian army and the Wazalendo rebel group.


Those who decided to distance themselves from the armed groups said that these groups work with the Congolese army in the ongoing fighting, and are provided with equipment by the leaders of this country.


The Director of the Mutobo Center, Rtd Maj Mudayi Cyprien, spoke about the programs planned for these former combatants, which include a three-month period during which they are taught the values ​​and life of the country, as well as receiving vocational training that will enable them to live in the extended family they have joined.

Those who defected from the FDLR and returned to Rwanda have revealed the extent of Tshisekedi's plan to attack it

Those who defected from the FDLR and Wazalendo groups, which are collaborating with the Army of the Democratic Republic of Congo (FARDC) in the war against M23, say that in the battle instructions they receive, they are told to fight the group or they will continue to occupy Rwanda.


These fighters who escaped from these groups, including the FDLR, which is made up of survivors of the Genocide against the Tutsi, say that the poor living conditions and barbarity in these groups are what made them decide to separate from them and return to their homeland.


They say that the collaboration between the FARDC and these armed groups has reached a high level, to the point that when they were fighting the M23 group, they would be united, and otherwise they would be provided with equipment such as guns and government troops.


Returning to their shared activities in the ongoing war in eastern DRC, Ishimwe Patrick, a former FDLR fighter, said: “We fought in Kishish with the FARDC, we fought in Kibilizi with Mai-Mai, FARDC and FDLR, we went up to Kirundure with FARDC and Mai-Mai.”


The 24-year-old says that during these battles they were also with a white general named Gen Jean Marie who lives in Mugozi.


Tshisekedi’s plan to invade Rwanda


Niyitanga Gervais, 18, who also escaped from these groups working with the FARDC, says that he went to the Democratic Republic of Congo to seek safety but he and others who were with him found themselves captured by armed groups who then took them in.


This young man from Cyanzarwe Sector in Rubavu District, says that when they were captured by these groups, they were immediately taken to military training for two months in Ntiti, and then immediately sent to the battlefield in eastern DRC.


He said, “When we were going to fight, Gen Justin would give us instructions on how to behave on the battlefield, give us ammunition, whether it was a Machine Gun, RPG, or Mortier; and he would take it.”


In this battle, they seemed to be committing suicide, because those who tried to resist or were lazy, were shot, so that they fought in self-defense to save their lives, but that did not prevent the M23 group from defeating them even though they were armed with heavy weapons.


He said that in the instructions they received for this battle, they were told that they had to defeat the M23 group, that it was made up of Rwandans, and that they would continue the fight in Rwanda and conquer it.


He said, “We would go to the battlefield and they would tell us that we would attack Rwanda, and we would end up going to the battlefield and we would meet the FARDC, FDLR, and those Burundians. When we all went to the battlefield, they would mix us up, FARDC, Wazalendo, FDLR, we would all mix us up and fight together.”


This soldier said that the life he lived was miserable, because their leaders used them to commit inhuman acts, which was what made him decide to return home.


He said, “When we were in those forests, it was like walking past a woman with money and taking it from her, or like your General telling you, ‘I saw someone with money’ at night and you go and open the door and take it away, he wanted to scream and shoot him.”


Private Hatangimana Delphin, who left the Wazalendo group, also said that the instructions they received from their superiors were very focused on attacking Rwanda.


He said, “They told us that we must fight for our country Rwanda by fighting the M23, accusing them of being Rwandans and fighting them. After that, they told us that if we meet someone, we must steal what they have so that we can live, get soap and other things.”


All these fighters say that even though they are given powerful weapons, they never defeat the M23 because they only achieve one victory a month.


On different occasions, the President of the DRC, Felix Tshisekedi, has repeatedly stated that he intends to invade Rwanda to overthrow the current government, and this is one of the things that the government of this country assures the FDLR that it will help.


This is at a time when the President of the Republic of Rwanda, Paul Kagame, has promised Rwandans that he will no longer threaten their security, no matter what it is, no matter who is behind it and no matter where it comes from.


This promise has also come true, because in all these three years, not a single threat has threatened Rwanda's security, even though there are those who have these evil plans and have shown the will to implement them.

The M23 rebels conquered the city of Minova (Kalehe territory) in South Kivu on Monday, January 20, after intense fighting on the last hills of the Masisi territory in neighboring North Kivu. Minova is the first major entity in South Kivu to be occupied by the M23.


According to intelligence information collected by our agent on mission in the area, the rebels entered Minova in the evening. This Tuesday morning, they deployed in several places in the city and its surroundings to consolidate their presence.


"They have already taken all the positions formerly occupied by the FARDC and the wazalendo, where there were support weapons like Katale, Katyazo and all the hills overlooking Minova to have control over Lake Kivu. They have also gone around Kasunyu, a route that opens towards Goma and Rwanda", explained the local civilians who talked to our agent.


According to our agent, the rebels are heading towards Kalungu, 7 kilometers from Minova with the option of reaching Nyabibwe where there are mining sites. This axis also leads to Kavumu where the airport is located.


In Minova as everywhere else where they have conquered entities, the M23 rebels held a meeting this morning. "They said that schools will be able to open in 48 hours, promised that the RN2 Minova-Bweremana-Sake-Goma will be reopened", indicates our agent who attended the meeting.


The arrival of the M23 in Minova is not without consequences. Since Monday, the prices of basic necessities have increased. Thousands of displaced people from Masisi who were already living in the area have had to flee again.


"There are families of displaced people who were identified, more than 700,000 since last February in the Buzi group from Masisi, Rutshuru, and those receiving Minova are all becoming displaced people and heading towards Goma via Kitembo and Nzulo. Hunger could affect a large number of people," alerted the  humanitarians in the area.


The M23 has been trying to break through South Kivu for several days. After months of clashes with the army and the Wazalendo militia, the rebels managed to conquer the mining town of Lumbishi in South Kivu last weekend. The m23 have already taken kalungu.Currently, the fighting is getting to nyabibwe an the FARDC apparently demoralized are beginning to vacate nyabibwe.

According to our other agents around the borders ,none knows the next move the M23 is going to take or which town or entity they will attack and take over.But reality on the ground reveals increasing reinforcements in both human and war materials .

M23 planning to suffocate GOMA and probably force Kinshasha to negotiate!

 


The war waged by M23 in the East of the Democratic Republic of Congo is increasingly taking on another aspect, and is gradually reaffirming all the notes taken up by the United Nations experts in their various reports. From a war of aggression to an economic war, Rwanda seems to no longer have the means to camouflage its unfortunate shenanigans, which have pushed millions of citizens to flee their natural environments, many lives having also been lost.


After eight months of controlling the city of Ngungu, the M23 rebels were dislodged from this strategic entity in the Masisi territory by the Congolese army supported by young volunteers for the defense of the homeland called Wazalendo and some units of the Burundian army who intervene in the DRC within the framework of bilateral relations between the two countries.

Yesterday morning, the Makanika  coalition allied with the Red Tabara, Rwanda's valet through the AFC/M23 attacked the position of the FARDC army of the 132nd battalion of the 13th Rapid Reaction Brigade based in the locality known as Ugeafi, near the Lwiko River. USA dismayed by Kagame's military stunts in North Kivu

 



United States of America expresses its dismay at the extent of Rwanda's military activities in North Kivu province, alongside the M23 rebels. This increased activism by Rwandan soldiers is confirmed by the latest report of the United Nations Group of Experts on the security situation in eastern DRC.

In a statement published on its website on Wednesday, January 15, the US State Department denounced the deployment by the Rwandan army of sophisticated military equipment in the region, including GPS-guided mortars. mortars.


"The United States condemns the unlawful presence of several thousand Rwandan troops in the DRC, as well as Rwanda's support for and direction of the U.N.- and U.S.-sanctioned M23 militia, and Rwanda's use of surface-to-air missile systems, GPS-guided mortars, and anti-tank missiles," the State Department said.

Thirty-seven (37) former hostages of the ADF rebels were handed over to civil society in Beni this Thursday, January 16, 2025, in the province of North Kivu, in the East of the Democratic Republic of Congo

 


The ceremony was facilitated by the Sokola 1 Grand Nord operational sector in front of certain competent authorities. These former hostages were abducted by the attackers, mostly in the fields during rural activities, particularly in Beni, Lubero, Irumu and Mambasa in Ituri.


"37 former hostages recovered by the joint FARDC-UPDF force have just been handed over to the civil society of Beni city and territory this Thursday. They are 07 men and 18 women , 12 children," said Lieutenant-Colonel Mak Hazukay, spokesperson for the Sokola 1 Grand Nord operational sector.


According to this military officer, an M23 fighter recruited in Ituri surrendered to the Armed Forces of the Democratic Republic of Congo. 


Civil society in the city of Beni, through its president, Maître Pépin Kavotha, calls on the population to welcome these civilians and accept them into their families.


As a reminder, several other former hostages were handed over to civil society and MONUSCO last year in the same region in the presence of certain security authorities.

 More than ten (10) people died in an attack attributed to the rebels of the Allied Democratic Forces (ADF) in the territory of Lubero (North Kivu), this Wednesday, January 15, 2025.


According to the military administrator of the said territory, who confirmed the in the ADF targeted the village of Makoko located in the chiefdom of Baswagha where they killed these civilians.


"There was an incursion by the ADF into Makoko. It is a village located near Muhangi in the chiefdom of Baswagha. For the moment, our defence elements are working to reassure the security of the population," said Colonel Kiwewa Mitela, administrator of the Lubero territory.


Civil society speaks out about the confused situation in Makoko after this deadly attack.


"Several civilians were killed by the ADF in Makoko. There were about ten dead. Among the victims was the Mwami of the Bulengya group. They fell into an ambush set by the enemy in Luthambi," declared César Kambale Mughutha, president of the youth in Baswagha.


Following this incursion, socio-economic activities were paralyzed in Makoko, and even in the Muhangi agglomeration, independent sources reported.


"In Muhangi and surrounding areas, activities have been paralyzed following the ADF attack in Makoko. Students were sent home early due to fear," said a local resident on condition of anonymity.


This situation worries local civil society. It calls on the military authorities to quickly get to work to confront the enemy “who wants to destabilize this part that supplies the city of Butembo with food.”

Wazalendo improves on use of ambushes as another 5 M23/RDF elements fall into the WAZALENDO ambush in Kiseguro,as fighting continues in Lubero on 14/1/2024

UNDERSTANDING UGANDA’s DEEP LINKS TO M23 REBELLION

The ongoing M23 rebellion in the eastern Democratic Republic of Congo (DRC) has sparked significant debate regarding its origins, motivations, and external backers. 


While DRC authorities have often pointed fingers at Rwanda for allegedly supporting the group, a deeper analysis reveals that Uganda has a far more substantial connection to M23.


Here, we explore the historical and current links between M23 and Uganda, while also examining the political dynamics that have shaped perceptions of Rwanda’s alleged role.


HISTORICAL CONTEXT OF M23 LEADERSHIP AND RANK-AND-FILE.


Following their defeat in 2013, M23 rebels scattered across the region. 


While some sought refuge in Rwanda, the majority, including the group’s key leaders and rank-and-file members, relocated to Uganda. 


This is corroborated by reports from the United Nations Group of Experts on the DRC, which documented the presence of M23 fighters in Uganda. 


These fighters remained inactive for years, suggesting tacit acceptance or even protection by Ugandan authorities. 


By contrast, those who fled to Rwanda were disarmed and integrated into camps under international supervision, where they remain to this day.


The resurgence of M23 in 2022 points to Uganda’s role as a key enabler. 


Many of the current M23 leaders reportedly operated freely in Uganda, where they established businesses and maintained access to resources. 


This aligns with statements by Congolese President Félix Tshisekedi, who initiated contact with M23 leaders from Uganda during the early days of his administration. 


Reports indicate that Uganda facilitated these interactions, with the intention of leveraging M23 as a tool for influence in eastern DRC.


STRATEGIC GEOGRAPHY |  UGANDA’s BORDER and M23 ACTIVITIES.


M23’s current operational base in Eastern DRC is concentrated around Bunagana, a strategic town directly bordering Uganda. 


This location underscores Uganda’s logistical significance for the group. 


Supplies, reinforcements, and financial support can easily flow from Uganda into rebel-held territories, bypassing Rwandan borders entirely. 


By contrast, Rwanda’s geographical position relative to M23 strongholds makes its alleged logistical support far less plausible.


Moreover, Ugandan political and military figures have demonstrated an overt affinity for M23. General Muhoozi Kainerugaba, the son of Ugandan President Yoweri Museveni, and head of Uganda’s military, has publicly expressed admiration for the group. Such statements suggest a level of ideological alignment and potential covert support, further implicating Uganda as a primary external actor in the rebellion.


M23 leaders’ economic activities in Uganda further highlight their dependence on the country. Several commanders reportedly own property and businesses in Uganda, enabling them to sustain their operations. This economic integration into Uganda’s system reflects a long-standing relationship between the group and its host country.


Additionally, Uganda’s involvement in the DRC is multifaceted. While officially deployed to combat the Allied Democratic Forces (ADF) under a joint agreement with Kinshasa, Uganda’s military presence also provides cover for other activities. 


The coexistence of Ugandan troops and M23 rebels in the same regions raises questions about potential coordination or, at the very least, a mutual understanding.


RWANDA’s DENIAL and TSHISEKEDI ’s POLITICAL CALCULATIONS.


Rwandan President Paul Kagame recently reiterated that Rwanda has no involvement with M23. 


This denial aligns with Rwanda’s historical approach of disarming and containing M23 fighters within its borders. 


Rwanda’s position is further supported by the lack of credible evidence linking it to the group’s resurgence in 2022. 


Instead, the accusations against Rwanda appear to stem from a broader political strategy by DRC authorities.


President Tshisekedi’s alignment with Uganda suggests a deliberate effort to shift blame onto Rwanda. 


This aligns with Uganda’s long-standing #rivalry with Rwanda, marked by historical attempts to undermine President Kagame’s government. 😱


As far back as 1996, Ugandan officials, including General Salim Saleh, were implicated in plans to support Rwandan exiles seeking to overthrow Kagame. This history of antagonism provides context for the current narrative linking Rwanda to M23.


Further evidence of Uganda’s involvement in subversive activities against Rwanda can be found in the revelations made by President Kagame himself. 


In a speech during the 16th government retreat in 2019, Kagame highlighted Uganda’s role in aiding Rwanda’s enemies over the past two decades. He described specific incidents, such as Uganda’s support for the Rwandan National Congress (RNC) and its leaders like Kayumba #Nyamwasa, as well as the arrest and torture of Rwandans like Rene #Rutagungira. 


Kagame also pointed out Uganda’s relationship with figures like Tribert Rujugiro, a wealthy Rwandan tycoon accused of funding subversive activities against Rwanda.#Rujugiro has since died. Kagame’s speech underscores Uganda’s persistent involvement in activities aimed at destabilizing Rwanda.


Additionally, Kagame referenced a series of meetings in 1998 between Seth Sendashonga, a former Rwandan internal security minister-turned-dissident, and Ugandan Generals including Gen. Saleh, as documented by French author Gérard Prunier in his book “Africa’s World War.” In this meeting, Sendashonga was reportedly encouraged to mobilize Rwandan exiles for rebellion against Kigali. These historical connections further highlight Uganda’s role in fostering anti-Rwanda sentiments and activities.


Uganda’s Broader Role in Regional Politics

Uganda’s strategic interests in the Great Lakes region extend beyond M23. Museveni has consistently provided refuge to Rwandan dissidents, including political and military figures opposed to Kagame. This policy aligns with Uganda’s historical role as a hub for exiled opposition groups. The presence of such individuals in Uganda underscores the country’s willingness to host actors hostile to Rwanda.


Additionally, Museveni’s influence over Tshisekedi has grown significantly, as evidenced by joint military operations and coordinated political strategies. 


This partnership suggests a broader agenda to isolate Rwanda regionally by framing Rwanda as the primary supporter of M23, Uganda and DRC aim to weaken Kagame’s government diplomatically and strategically.


THE NARRATIVE OF REGIME CHANGE


The framing of Rwanda as M23’s sponsor also aligns with the long-standing agenda of regime change targeting Kagame. 


Critics of Kagame’s government, including exiled opposition figures and regional actors, have historically sought to destabilize Rwanda. 


Museveni’s involvement in these efforts, dating back to his collaboration with exiled Rwandan politicians in the 1990s, reflects a persistent pattern.


The current narrative serves to discredit Rwanda internationally while bolstering Uganda’s regional influence. 


By positioning itself as an ally to the DRC, Uganda seeks to reshape regional dynamics in its favor. This strategy not only isolates Rwanda but also consolidates Museveni’s influence over Tshisekedi, ensuring Uganda’s dominance in the Great Lakes region. 🫣😳🫣


While #Rwanda remains a convenient scapegoat for M23’s activities, the evidence points to #Uganda as the group’s primary external enabler.
