The extraordinary meeting of the ICGLR on the security situation in the DRC, bringing together army chiefs and defense ministers and currently being held in Livingston (Zambia), aims to forge a unified and coordinated regional response, in accordance with the ICGLR Pact on Security, Stability and Development and the Protocol on Security and Stability. This aligns with the non-aggression and mutual defense pact of this sub-regional organization.
● The defense ministers will assess the security and humanitarian situation on the ground, review the wording of the Joint Verification Mechanism+ (JVM+), and the terms of reference for the ceasefire monitoring and follow-up mechanism signed in Doha, Qatar, on October 14, 2025, between the DRC government and the AFC/M23.
● The EJVM+ is designed to serve as the operational arm of the ceasefire monitoring and enforcement mechanism agreed upon in Doha. It operates within the framework of the existing ICGLR EJVM, with the inclusion of a balanced approach representing the FARDC and the AFC/M23, supported by MONUSCO for logistical support, according to the official ICGLR communiqué.
