According to the DRC Presidency, at least eight heads of state will witness the signing of the peace and economic agreements between Congolese President Félix Antoine Tshisekedi and Rwandan President Paul Kagame following a tripartite meeting of the DRC, the USA, and Rwanda on December 4, 2025.
These include:
- João Lourenço of Angola
- Evariste Ndayishimire of Burundi
- Faure Gnassingbé of Togo
- William Ruto of Kenya
- Tamim bin Hamad Al Thani of Qatar
- Mohammed Al Zayed of the United Arab Emirates
- Yoweri Kaguta Museveni of Uganda
- Mahmoud Ali Youssef, Chairperson of the African Union Commission
