Rwandan rebel leader Leon Mpiranya aka ′′ Kagoma ′′ killed in Rutshuru

Like I got some bits of information about three days ago,it is now confirmed as FARDC (Armed Forces of the DRC) announced the neutralization last weekend of the Rwandan rebel leader of the FDLR / RUD movement (Ralliement for Unity and Democracy).

spokesperson for Operation Sokola 2, Major Ndjike Kaiko, said that self-proclaimed General Leon Mpiranya aka ′′ Kagoma ′′ was killed, on the night from Thursday to Friday, August 28, in the village of Makoka, in Binza group, in the territory of Rutshuru (North-Kivu).

He says that it was following a military operation that targeted this dissenting faction of the FDLR / FOCA and their allies from the Collective of Movements for Change, CMC / NYatura from August 16 to 28

Major Ndjike Kaiko also claims that this high FDLR framework was killed and other fighters from his group captured.

′′ Operations took place in two phases and on two axes. There was the Nyabanira axis and the Kitshanga axis. After obviously the hard fighting between the loyalist forces and these illegal gun holders, the DRC Armed Forces have managed to neutralize General Kagoma who is the manager who replaced, at the head of the FDLR / RUD, Jean Michel Africa who was neutralized a year ago. He in turn, General Kagoma, was neutralized, but also we restored state authority throughout this area, and we collected the weapons, we neutralized a lot of incivic, but also there are those who, following pressure, went to the loyalist army ", he said.

Nearly $ 800000 to finance armed groups intercepted by police at the Kasindi border station

Like i did a post on this on monday,i have been digging much to get full info about this money nearing $ 800.000 to finance armed groups
intercepted by police at the Kasindi station
September 1, 2020
Police at the border of Kasindi have intercepted,
since August 9, 2020, a package containing at
least 800000 US dollars, intended for rebels
active in the Beni region, confirmed Monday,
August 31 by local civil society as well
as government delegate based in Kasindi.
According to these two sources, the offender
caught in the bag, claimed that the money came
from Nairobi, Kenya and should be used as
logistical support to the rebels in the Beni region
who are logistically stripped following the high
pressure of the FARDC.
′′ This is a file that exists. Kasindi is a small
town, when a new one like this is circulating well
it's almost the whole city that is informed of it.
And so we have the DCF officer for example,
there are also some customs officers who know,
the person carrying this money had revealed that
this money was intended for funding an armed
group without being able to quote the name of
this group ", said Prosper Kalengya, Vice
President of Kasindi Civil Society.
Joint by Act30 cd, Kasindi's delegate official,
Kambale Sivavuyirwa Barthélémy has clarified
that some members of the local security
committee have already been arrested and are
currently being before the Congolese justice of
the region in order to inform about the crossing
of this sum.
The local authority has called the population to
calm while awaiting further investigations
opened by the competent authorities in Beni to
learn more about the file.
As a reminder, civil society actors in the Beni
region have always alerted the funding of armed
groups including ADF rebels with funds from
outside to supple the logistics of these rebels.

This is what the gorvenors of north kivu, south kivu and ituri want from President Tshisekede

Governors in North Kivu, South Kivu and Ituri
have been welcomed by President Félix
Tshisekedi. Excessed by the resurgence of
violence in the East of the country, they came to
Kinshasa to seek government assistance. They
wish for greater government involvement in
fighting insecurity. A few weeks ago, several
citizen movements in the eastern part of the
country launched a petition to remind the head
of state of his campaign promise: bring peace
back to the east of the country.
Governors from the three provinces met with
President Tshisekedi twice. The last meeting on
Monday even lasted five hours in the presence of
several ministers and focused on the thorny
security issue.
According to several sources, Governors have
obtained from Kinshasa that certain road axes be
rehabilitated, not only to fight insecurity, but also
to promote economic activity.
They would have also obtained government
speed up the process of retrocession by 40 % of
national income to the provinces as provided for
in the Constitution. Some provinces such as
South Kivu accuse up to nine months of arrears.
World Bank officials, Monusco and other
development partners have also been involved in
trade.
New offensives are also planned against several
armed movements, especially in South Kivu.
In a communication from the presidency on
Monday, the Head of State reaffirmed his resolve
to bring peace back to that part of the country.
Dry cuts in budgets
After Eastern Governors, it is the collective of
MPPs who, in turn, wishes to meet with
President Tshisekedi to talk about the difficulties
faced by provincial institutions. Like their
executive colleagues, they want to advocate for
withholding the retrocession of 40 % of national
income dedicated to provinces and other
decentralized bodies. Because today, despite the
promises, delays are increasing, no investments,
low operating budget and unpaid salaries.
Even in light of the latest figures from the
Ministry of Budget, provincial institutions are
right to complain. Apart from Kinshasa, the
capital, North Ubangi and Ecuador, at the end of
July, the other 23 provinces had still not seen
anything from the central government for the
investments planned in the 2020. budget. It must
be said that barely adopted, This budget had
been divided almost by two and the investment
budget of almost half of the provinces had
already been sacrificed on that occasion.
But after more than six months of execution, the
cuts are even tougher. As of July 31, central
government had contributed $ 45 million less
than expected. Cut-ups are also felt in operating
budgets. Only remuneration, mandatory spending,
is officially paid, still according to the Ministry of
Budget.
But Governors complain about several months of
retrocession arrears and say they struggle to turn
their services around. MPPs say they are about
to register their ninth month of unpaid salaries
again, as the government pledged to start
purging these arrears.
This drastic reduction in income transfers
allocated to the provinces is all the more
weighing on those with no own resources. This is
why the collective of provincial deputies is also
advocating for the effective implementation of
the National Equalization Fund. This fund
provided for by the 2006 Constitution was
supposed to balance the income distribution
between rich provinces and poor provinces of
the Democratic Republic of the Congo.

Where COVID19 started?Student's in Chinese Wuhan started school today after 7 month of COVID19 Lockdown

Students in China’s Wuhan, the original
epicenter of the COVID-19 pandemic,
returned to class on September 1 as the city
reopened all of its schools following a
seven-month shutdown.
Nearly 1.4 million students resumed classes
in around 2,800 kindergartens, primary
schools and middle schools in the city. High
schools were reopened in May, according to
AFP.
State media broadcast images
of students hoisting the
Chinese flag, a daily routine in
schools across the country.
Despite the reopening of schools, however,
officials are remaining vigilant and have
devised online teaching plans in the event of
potential COVID-19 outbreaks.
In addition, students have
been advised to wear masks
while traveling to and from
school and avoid public
transportation if possible.
Drills and training sessions to
prepare students for new
outbreaks will also be
conducted at schools.
Shanghai reopened schools in May, while the
country’s capital city of Beijing, which
experienced a resurgence of COVID-19
cases in late June, will reopen all of its
schools this month. In Beijing, teachers and
students will also be required to wear masks
on school property.
Wuhan was responsible for
around 80% of China’s more
than 4,600 COVID-19 deaths,
according to AFP.
The city was under lockdown for more than
two months starting in late January. The
restrictions were lifted in April, and no new
local transmissions of the virus have been
reported in the city since May 18, according
to Reuters.
