President Tshisekede's revitalised FARDC inspectorates

Discipline, they say, is the mother of the army and proper administration of FARDC requires control at all levels of human resources and logistics deployed on all fronts. The Head of State, as Supreme Commander of the FARDC, understood him so well that he wanted to revitalize the Inspectorate General of Army by putting experienced officers with knowledge of the field and military affairs management.

The trio called to revitalize this crucial service for our army is composed of Army General Amisi Kumba Gabriel (Inspector General), General-Major Muhindo Akili Mundos (Deputy Inspector General in charge of intelligence and operations) and General-Major Kasereka Sindani Étienne (Deputy Inspector General in charge of administration).

The Inspectorate General of Armed Forces is part of three levels of a country's defense system. In the first level, the elements of maneuvers, namely military regions, operational sectors, brigades and combat units, the second level (Coordination elements) is composed of the General Staff, Land Forces Staff, Naval Forces Staff, Air Force Staff and the 3 Defense Zones. Finally, in the third level, called Elements of Conception, we find the President of the Republic, Parliament and the Government. In all the army of the world, the Inspectorate General is integrating the level of the Conception.

He acts as a key element in army control. This is the compass as this body is called to control the means that the Government makes available to the army through the Ministry of National Defence. It passes on government orders and directions for the proper run of national defense. Simply put, the General Inspectorate of Armies ensures proper march, staff control, logistics, everything that is going on in the army, everything that locks the proper functioning of the army preventing it from being more efficient in his delightful mission.

Operationally, the Inspectorate General responds to the orders of the Supreme Commander of FARDC and administratively, to the government. Taking into account the mission of this tool by the Supreme Commander of the FARDC is a guarantee of success and / or failure of the general national defence policy. As we know, in order for there to be a decision to deploy to the front (to war), it takes the agreement of the government and the siding. The government gives its green light to the General Staff (Coordination level) to evaluate the power ratio and the unit to be sent to the field to respond effectively by putting substantial means. On a tactical level, the maneuvers are acting.

Coordination gives order over what's going on on the field (maneuver / tactics). On these officers, lots of inks and saliva sank. The three general officers have ordered risky operations in problematic and iconic areas. On the proposal of Army General Célestin Mbala Munsense, Chief of General Staff of the FARDC who knows the achievements and bravours of his men, and as wisdom wants: ′′ You do not shoot at your own sniper ", the Head of State by trusting them to judge them on actions, gives them the opportunity to prove that what they were accused of was just chimera. They will be judged at the outcome.

The assignment of three officers, all field men who have nothing left to prove to animate this tool, is another asset for the Head of State in his look at the operation of the army. Unless this body that has received a new breath is corrupted like some others, in which case, the last energy must be sanctioned, the efficiency of the national army must be proven from the Inspectorate. In charge of intelligence and operations, General-Major Muhindo Akili Mundos should be more mobile to take temperature on all military fronts and, the experience helping, make detailed, tactical and technical reports for the proper conduct of operations. As a reminder, the three General Officers were appointed by Order No. 20/075 of July 17, 2020 Appointing to the Inspectorate General of FARDC.

With Félix-Antoine Tshisekedi's advent to power, we feel the resurrection of the Inspector General of Finance as a State control tool, it is desirable that all inspections, including that of the Congolese National Police, should cover and catch breath to act as the law wants to make the services they are called upon to control more efficiently. The fear of the policeman, like the fear of God in Christians, would be beneficial to the republic.

The United Kingdom’s chief of defence intelligence, Lt. Gen. Jim Hockenhull, has warned that Russia’s nuclear-powered Burevestnik (NATO name Skyfall) cruise missiles could remain in the atmosphere for multiple years if necessary and could pose a threat at any moment.

"Moscow is testing a sub-sonic nuclear-powered cruise missile system which has global reach and would allow attack from unexpected directions," Hockenhull said during a media briefing at the Five Eyes intelligence hub, as quoted by the UK’s Sunday Telegraph newspaper.

The intelligence chief, who said that the Burevestnik missile has "a near-indefinite loiter time," also noted Moscow investments in submarines and sea warfare, adding that these will give the Russian armed forces the ability to strike military and civilian infrastructure.

"These capabilities together allow the Russians to hold the UK and its allies’ civilian and military infrastructure at risk of direct attack both with conventional explosives and nuclear weapons, limiting options or raising the stakes during times of crisis," Hockenhull said, as quoted by the newspaper.

The Burevestnik cruise missile is one of six new strategic weapons that were unveiled by Russian President Vladimir Putin in March 2018.

The Five Eyes intelligence alliance comprises agencies from Australia, Canada, New Zealand, the UK, and the US.

Gorvenor of Ituri,Jean Bamanisa is back in Kinshasha to discuss security issues!

This Monday, September 14, 2020, the security situation in the eastern part of the Democratic Republic of the Congo was at the center of the meeting between Alexis Thambwe Mwamba, President of the Senate and the Governor of Ituri, Jean Saidi Bamanisa, at the People's Palace .

Restoring peace in Ituri remains the top priorities of Governor Jean Bamanisa.

Coming out of this strategically important meeting, the governor of Ituri province expressed confidence in awaiting the decisions that will emerge from this tête-à-tête. This for the well-being of all the Iturian people to this day marred by a gratuitous war imposed by individuals with sulphurous intentions.

It should be noted that to date, more than one million two hundred thousand internally displaced persons registered in Ituri province live in deplorable conditions.

According to the provincial planning minister, Pascal Kakoraki, the humanitarian situation in Ituri must be qualified as a serious humanitarian crisis which requires the mobilization of the international community, the central government and local actors.

It should be noted that this tête-à-tête between Alexis Tambwe Mwamba and the governor of Ituri Jean Saidi Bamanisa comes at a time when a delegation of the high authorities of the Republic, made up of the commissioner general of the Congolese national police, the deputies national members of the Defense and Security Commission of the National Assembly, the Chief of the General Staff of the Army as well as other military and police officers is reported in the town of Bunia.

The mini-summit of the heads of state of the Great Lakes region that was to take place in Goma postponed indefinitely

The mini-summit of heads of State of the Great Lakes region which was to be held in the city of Goma, capital of the province of North Kivu this weekend, is postponed indefinitely, announced. Sunday, September 13, the Minister of Foreign Affairs, Marie Tumba Nzeza, received by a foreign radio, noted the ACP.

This postponement would follow, according to some sources, the fact that some leaders are concerned about the preparation of their participation in the General Assembly of the United Nations which is to be held from Tuesday, September 15 in New York, in the United States.

The new Burundian President, General Evariste Ndayishimiye, had already declined this invitation to this mini-summit alongside the leaders of Angola, Uganda, the DRC and Rwanda, requesting bilateral discussions at the ministerial level with the Congo , he instructed his foreign minister to let the Congolese side know.

Yoweri Museveni from Uganda, Paul Kagame from Rwanda, Evariste Ndayishimiye from Burundi, João Lourenço from Angola and Félix-Antoine Tshisekedi from the DRC were expected for the meeting scheduled at the Serena Hotel.

This mini-summit would have aimed in particular to ease tensions between Uganda and Rwanda, on the one hand, and between Burundi and Rwanda on the other.

A strong distrust has been observed in recent months between Uganda and Rwanda.

These two countries accuse each other of espionage, interference and destabilization.

The same situation is observed in relations between Rwanda and Burundi. The latter accusing the former of supporting the rebels and espionage.

According to the ACP, this is yet another reconciliation summit in more than a year of crisis, facilitated by their Congolese and Angolan counterparts.

This mini-summit could therefore succeed in wresting an agreement between the countries of the sub-region in crisis.

Citizen movements oppose Paul Kagame's coming to Goma

President Tshisekede arrives in Goma

Like I told you last night, that PresidentTshisekede is already in goma,he dropped in Goma by surprise at around 6:49 pm.i  got an alert of his arrival at around 7:09pm but my contacts were not easily available to confirm it very fast.HE IS MAINLY GOING TO DISCUSS INSECURITY IN EASTERN DRC!!

However,Citizen movements and youth organizations are organizing a new demonstration this

Friday, September 18th in Kinshasa; to demand the departure of Rwandan ambassador Vincent Karega; and oppose Paul Kagame's arrival at the mini-summit to take place in Goma.

This is what we read in a joint press release of 18 signatory organizations; which also participated in the last demonstration held in front of the Rwanda embassy in Kinshasa.

According to them, the goal, which is to get Vincent Karega's departure, is not yet achieved; they remain mobilized and determined to honor thousands of Congolese people killed by Rwandan soldiers and their Congolese accomplices since 1996.

′′ We remain mobilized and determined until Vincent Karega leaves. It goes from our dignity as a people but also to honor the millions of the deaths of the Congolese massacred by the Rwandan army and complicit Congolese deaths since 1996. The goal is not achieved, we announce the organization of a peaceful march this Friday September 18, 2020. It will have the Ministry of Foreign Affairs as a drop point where a memorandum will be submitted. We oppose Paul Kagame's arrival in Goma to take part in the mini-summit of heads of state planned in this city and call on people to mobilize massively to manifest this refusal ", says the press release.

They say remind the authorities that they have an obligation to protect Congolese citizens who protest peacefully.

It should be noted that Paul Kagame will participate in the mini-summit of 5 heads of state in the Great Lakes region; which will be held in the next few days in the city of Goma by invitation of Félix Tshisekedi.

Even though the Minister of Foreign Affairs of Burundi said that President Evariste Ndaishimiye is unavailable to participate in this summit; his Congolese counterpart Marie-Ntumba Nzenza who acknowledged that the summit can be delayed, said that all states are seized, and that no one will be absent.

Burundi's stand on th restoration of good relationship with Rwanda! The perpetratorors of 2015 failed coup d'etat in Burundi is a key factor.

Evariste Ndayishimiye: ′′ Burundi will not tolerate exploitation cooperation or hypocritical relations. ′′ ′′

The extradition of the alleged 2015 putschists, facilitated for refugees living in Rwanda who want to return, these are Gitega's preconditions for the restoration of his relations with Kigali. The latter regrets that his stretched hand was ignored. Meanwhile, Congolese President Felix Tshisekedi is hosting a summit in Goma between him and the Presidents of Rwanda, Uganda, Angola and Burundi.

Gitega poses two sine qua non conditions for the warming of relations between Rwanda and Burundi: extradite the alleged perpetrators of the 2015 failed coup and facilitate the return of refugees in Rwanda. This is what Foreign Ministry spokesperson said, Sonia Niyubahwe. However, she said Gitega wants to restore relationships with her northern neighbor.

One month after his appointment as Minister of Foreign Affairs and Development Cooperation, Albert Shingiro had entrusted to the Russian Press Agency, whom Burundi attaches great importance to respecting the non-aggression and promotion pacts good neighborhood relationships in the area. ′′ Since you don't choose your parents, you don't choose your neighbors. Hence the importance of living in harmony with all neighbors for the well-being of our respective peoples ".

Everyone pulls the blanket towards themselves

During the presentation ceremonies of the new Governor of Kirundo Province on August 6, President Evariste Ndayishimiye said Burundi has never assaulted anyone. ′′ We want friends, but not hypocritical friends who claim to love you as they set you traps." And to call all refugees back. ′′ A responsible and laborious state can never be quiet if these sons and daughters live in refugee camps in miserable conditions." According to issue One Burundi, Gitega is willing to cooperate with all countries friends and neighbours of Burundi, but on the win-win principle. ′′ Burundi will not tolerate exploitation cooperation or hypocritical relations ".

Paul Kagame: ′′ We have shown several signs of good will, but the Burundians have ignored them."

Rwandan President Paul Kagame acknowledged, at a public conference, that relations between Rwanda and Burundi, as well as Uganda, are problematic and that many things remain to restore good-neighbourhood. ′′ We have shown several signs of good will, but the Burundians ignored them. Good cohabitation is beneficial for both parties." According to Paul Kagame, it takes a sincere relationship. ′′ He's not the only Rwanda that needs peace. They need it too. Sometimes brothers can disagree. We want a good deal that benefits everyone."

A summit of reconciliation?

Following this pass-by game, Félix Tshisekedi is trying to find a solution to the crisis in the East of the Democratic Republic of the Congo, where several armed groups are pulling up. On September 4, during the 47th ordinary meeting of the Council of Ministers, he announced the organization in the coming days of a summit between him and Presidents Yoweri Museveni of Uganda, Evariste Ndayishimiye of Burundi , Paul Kagame from Rwanda and João Lourenço from Angola. Denis Sassou-Nguesso, President of Congo-Brazza, is also felt.

Three themes are on the agenda: peace and security in the region, diplomatic and political relations between these states and the revival of economic activities in the current context of fighting against Covid-19.

Rwandan President has stayed vague about his participation in this summit. ′′ This is a meeting aimed at strengthening good cohabitation among all countries in the subregion. This is what we all want." However, it finds it difficult to physically come together in the context of Covid-19 without using new technologies. ′′ We need to find other ways to meet."

Questioned if Burundi has received an invitation and if President Evariste Ndayishimiye will participate in this summit, Government Secretary-General Prosper Ntahorwamiye has split a ′′ No comment ′′ for any response.

During the Extraordinary Council of the North Kivu provincial government held on Wednesd, September 9, 2020, Governor Carly Nzanzu Kasivita said that the advance teams of the 5 invited states are gradually arriving to the Chief - place of North Kivu.
