Congo River Alliance/M23 establishes parallel administration in Goma

In Goma, the Congo River Alliance (AFC) - of which the M23 armed group is a part - held its first meeting this Thursday. Thousands of people gathered at the Unity stadium. On this occasion, the movement said it wanted to continue its offensive, despite the unilateral ceasefire it had announced earlier this week. The AFC/M23 also formalized the appointment of parallel authorities in a statement on Wednesday.

Erasto Bahati Musanga, designated as governor, is well known to be the head of finances of the Congo River Alliance (AFC)/M23. According to a report by the United Nations group of experts, he was injured in January 2024 during a drone strike carried out by the Congolese army.

In addition to his financial duties, Erasto Bahati Musanga is also one of the officials responsible for overseeing recruitment within the movement.

According to a statement from the movement, he will be assisted by two deputy governors, including Shadrack Amani Bahati. The latter is a provincial deputy from the previous legislature. A former member of the presidential majority, he is one of the first provincial deputies to have called for dialogue with the AFC/M23.

New authorities in Goma appointed by the M23

In addition to the appointment of governors, the movement has also designated the new authorities for the city of Goma.

Julien Katembo Ndalieni was appointed mayor, assisted by Désiré Ngabo, appointed deputy mayor. He is a former member of the Wazalendo, these local self-defense groups that support the Armed Forces of the Democratic Republic of Congo (FARDC).

Désiré Ngabo had previously served as spokesperson for the NDC (Nduma Defense of Congo), a movement close to the Congolese armed forces.

However, according to security sources, his presence within the administration set up by the AFC/M23 raises questions about loyalty within certain Wazalendo groups.

International arrest warrant for Corneille Nangaa

The Congolese military justice system has also issued an international arrest warrant for Corneille Nangaa, coordinator of the AFC/M23 political-military movement.

Another international arrest warrant was issued against Jean-Jacques Mamba, a former member of parliament for Jean-Pierre Bemba's Mouvement de Libération du Congo (MLC), now a member of the AFC/M23 and residing in Europe. The two men were sentenced to death in August 2024 by the Congolese military justice system, notably for belonging to an insurrectional movement.

According to a UN report, about 2,000 bodies have already been buried by communities and the Red Cross, while nearly 1,000 others are still scattered in different morgues in the city.

"Many bodies, in a state of decomposition, still remain in certain areas, particularly at the airport and the prison in Goma. The challenges that humanitarian actors face are numerous, particularly on health issues, stock shortages of body bags. Currently, only 500 bags are available, including 100 bags for children and 400 for adults," said an OCHA official in the DRC.

And to continue: "The health situation is extremely critical and the burial of bodies is a priority to avoid major health risks. At least 2,000 bodies have already been buried by the communities and according to the WHO figures that have just been released today, these are the 900 bodies that are still in the morgues of Goma hospitals".

M23 captures Nyabibwe

According to reports I have found on my gadgets, rebels of the M23_RDF_AFC supported by Rwanda, have taken control of the mining town of nyabibwe, located in the province of South Kivu, about 100 km from Bukavu, after intense clashes with the Armed Forces of the DR Congo.

This advance is part of a new offensive launched this Wednesday early morning by the M23_AFC.

This takeover comes despite the unilateral ceasefire announced by the M23, which the spokesman for the Congolese government, Patrick Muyaya Katembwe, describes as a "decoy". This situation raises concerns about the escalation of tensions in the region.

Other Information indicates that he and his Group were preparing a Coup detat in KINSHASA.

Although he is a Second Lieutenant, he was part of the Staff of Colonel MUZIMBA Raphaël, a Close Friend of  JOSEPH KABILA.

His role at DEMIAP consisted mainly of translating from KINYWARWANDA to FRENCH. Our Compatriot had even offered to replace him, without success.

Moreover, during his exchanges with Muheto, Henock allegedly recorded their phone conversations  and transmitted them to the M23.

When MUHETO arrived in KINSHASA, Henock allegedly fabricated a false file accusing him of collaborating with the M23 in order to have him arrested. He even went so far as to propose his direct elimination to DEMIAP… while he himself was working with the M23.

Nearly 200 inmates in the prison of Munzenze lost their lives during the evasion on 27th January 2025

Between 160 and 170 prisoners lost their lives on 27 January during a mass escape from the central prison of Munzenze.

This mass escape occurred on 27 January in a context of violent clashes between the Congolese army and the M23 rebels supported by the Rwandan army, while the latter intensified their offensive for control of the capital of the province of North Kivu.

Taking advantage of the entry of the M23 rebels into the city of Goma, the prisoners had organized a mass escape. To cover their escape, they had set fire to a large part of the prison. This act had dramatic consequences: at least 141 incarcerated women died in the fire, as well as 28 young children who were accompanying their mothers in detention.

Other inmates were shot dead as guards tried to contain the escape, a prison official said.

A week after the incident, Munzenze Prison was completely empty. The guards had left, and no inmates remained. Much of the facility was burned down, including the prison administration office. The prison was also ransacked in the aftermath of the escape.

Before the incident, Munzenze Central Prison held about 4,400 inmates, well beyond its capacity.
