Former president Joseph Kabila to drawn to court for participation in M23 war



 Congolese authorities have announced the opening of legal proceedings against former President Joseph Kabila Kabange, accused of "direct participation in the aggression led by Rwanda through the AFC/M23 terrorist movement," the Minister of State, Minister of Justice, and Keeper of the Seals said in a statement.


According to this statement dated April 18, the Minister instructed the FARDC Auditor General and the Attorney General at the Court of Cassation to initiate proceedings against Mr. Kabila. He also ordered the seizure of all his movable and immovable property. Movement restrictions have been imposed on his alleged collaborators in what the authorities describe as "a case of high treason against the nation."


The Ministry of the Interior, for its part, suspended the activities of the People's Party for Reconstruction and Democracy (PPRD), the party led by Mr. Kabila. In another official statement, he denounced the former president's "ambiguous attitude" regarding the occupation of part of the national territory by Rwandan forces and their M23/AFC allies, as well as his return to Goma, "a city under enemy control."


The Interior Ministry indicated that it intends to refer the matter to the prosecutor's office at the Constitutional Court and reminded political parties of their duty to preserve the national unity and territorial integrity of the DRC.


No immediate response was available from Joseph Kabila or the PPRD.

Al-Shabaab’s Underground Tactics Keep Them in Control of Abooreey Village Despite Government Efforts to Retake It.



Abooreey village in Hiraan province has become a focal point of intense clashes between Al-Shabaab militants and Somali government forces, supported by airstrikes from allied partners. Despite the heavy use of artillery and aerial bombardments, Al-Shabaab has successfully maintained control of the village, showcasing advanced battle tactics that have made it challenging for government forces to dislodge them.


The militants have effectively utilized the region’s terrain, constructing underground bunkers to conceal their fighters and heavy weaponry. Additionally, they have deployed landmines and snipers strategically, significantly increasing casualties among government troops.


Al-Shabaab has received continuous reinforcements from neighboring areas, including the western parts of Hiraan and settlements along the river, enabling the group to maintain a consistent supply chain of food, medicine, and fresh troops, further prolonging the conflict.

Traditional Elder Xaad Warns of Al-Shabaab’s Intentions to Capture Mogadishu, Alleges Foreign Support


Prominent traditional elder Ugaas Xaad issued a strong warning against the militant group Al-Shabaab during a clan conference held in Mogadishu, stating that the Alshabab is actively seeking to capture the Somali capital.


Elder Xaad alleged that Al-Shabaab is receiving backing from powerful foreign countries that support the group’s extremist ideology. However, he did not name any specific countries during his remarks.


“Al-Shabaab is not acting alone. They are being supported by major foreign actors who share and fund their radical agenda,” he said, emphasizing the threat the group poses not only to Mogadishu but to national stability.


The elder’s statement comes at a time when security concerns remain high in the capital despite ongoing military operations against the group. His remarks are seen as a call to unity among clans and communities to resist extremist influence.

The duo intends to recruit Bakata-Katanga to attack Greater Katanga and force negotiations on Félix Tshisekedi.

M23 and DRC talks that were meant for Doha has flopped




The AFC/M23 rebels, who currently occupy Goma, Bukavu, and large areas in eastern Democratic Republic of Congo, have set several preconditions they describe as "confidence-building measures" for initiating negotiations with the Congolese government while the two delegations are currently in Doha, Qatar.


These conditions, they say, are aimed at creating an environment conducive to peace talks, facilitated by Doha, as part of the mediation to resolve the security crisis in the region.


Among these required measures:


1. AFC/M23 requires a solemn declaration from Félix Tshisekedi publicly committing to direct dialogue with the AFC/M23.


2. The repeal of the National Assembly resolution of November 8, 2022, against the mixing, blending, or integration of armed groups within the defense and security forces.


3. The annulment of death sentences, prosecutions, and arrest warrants against AFC/M23 leaders and officials, as well as the release of civilian and military detainees arrested or accused of colluding with the AFC/M23.


4. In addition to these measures, the rebellion intends to see Kinshasa end and criminalize hate speech and acts of discrimination against communities and denial of nationality to certain communities.


Summary 

The AFC/M23 refuses to participate in the dialogue initially planned with the Congolese government in Doha, Qatar, and sets its conditions before any dialogue;


1. Solemn declaration by Mr. Felix Ishisekedi expressing his regime's political will to conduct direct negotiations with the AFC/M23.


2. Repeal of the National Assembly resolution of November 8, 2022, and all other restrictive measures taken by the Kinshasa regime against the AFC/M23 to allow for the holding and successful conclusion of political negotiations.


3. Cancellation of all death sentences, prosecutions, and arrest warrants, and the offer of a reward to anyone who assists the Kinshasa regime in arresting AFC/M23 leaders and cadres, thereby enabling political negotiations to take place.


4. Immediate release of all civilians or military personnel arrested and/or accused of colluding with the AFC/M3 because of their appearance or ethnicity, or of their professional, friendly, or business relationships with members of the AFC/M23.


5. End and criminalize all hate speech, often followed by acts of oppression and cannibalism, as well as all manhunts launched against Congolese people because of their appearance or the language they speak (Swahili, Kinyarwanda) under the pretext of collaboration with the AFC/M23 or of being Rwandan infiltrators. End all acts of discrimination and denial of nationality against the aforementioned communities.


Signing of a bilateral ceasefire agreement between the Kinshasa regime and the AFC/M23.

For its part, Kinshasa demands an unconditional ceasefire, including the withdrawal of the AFC/M23 rebellion from Bukavu, Goma, and elsewhere.

The military governor of North Kivu requests the identification of all Goma government officials who have arrived in the city of Beni, the temporary headquarters of provincial institutions.


In his telegram to his local authorities, he requests that checks be conducted on these officials to identify those who participated in the M23's ideological training before traveling there.


It should be noted that the M23 rebels, having taken control of the city of Goma, have indicated that only those who have already participated in the ideological training will work in their administration, a training that several officials took in order to keep their positions.
