ARREST OF TWO FRENCH PERSONS FOR ESPIONAGE IN KINSHASA

On Tuesday evening, around 9 p.m., a major security operation was conducted at Ngobila Beach in Kinshasa, in the commune of Gombe.

Coordinated by the Congolese intelligence services, the navy, special forces, and the national police, this raid aimed to locate a suspicious satellite suitcase and several infiltrators.

The area was completely sealed off: no entry or exit was allowed between Tuesday evening and 5 a.m. Wednesday morning. Law enforcement conducted a thorough house-to-house and plot-to-plot search.

Numerous arrests were made during this operation, including two French nationals arrested in possession of sensitive material. Investigations are continuing to determine the extent of their involvement in what is now considered an espionage case.

USA and Israel agents help DRC intelligence in intercepting aSatellite Surveillance Briefcase in Kinshasa

A discreet but decisive operation by Congolese intelligence services—supported by their American and Israeli counterparts—has neutralized a sophisticated satellite surveillance device hidden in the premises of a local television station, Antenne A, in Kinshasa.

The military-grade equipment was used to intercept sensitive communications, particularly those emanating from the highest authorities of the Congolese state. Two French nationals, officially identified as technicians, were arrested on the spot.

Main Target: the Presidency of the Republic👇👇👇👇👇👇👇👇

According to security sources close to the case, the satellite briefcase specifically captured confidential communications related to the Congolese presidency, as well as those of former head of state Joseph Kabila (JKK), who was recently exfiltrated to Côte d'Ivoire.

Preliminary findings from the investigation indicate that the intercepted data was transmitted in real time to external actors, notably Rwandan President Paul Kagame, via encrypted channels. This espionage operation sets a serious precedent in the recent history of regional relations.

A Device Identified Thanks to Joint Technological Monitoring👇👇👇👇👇

It was the American and Israeli intelligence services that detected abnormal satellite emissions around certain civilian installations in Kinshasa several weeks ago. Alerted, the Congolese services conducted a targeted operation, which led to the seizure of the equipment and the arrest of the two operators.

Experts believe that this type of device could have operated undetected for several months, or even longer, without this international cooperation.

A Serious Violation of National Sovereignty👇👇👇

The presence on Congolese soil of a sophisticated interception system, operated by foreigners, constitutes a clear violation of the sovereignty of the Democratic Republic of Congo.

Congolese authorities are now questioning the exact nature of the mandate of the two French nationals, as well as the local complicity that may have facilitated the installation and maintenance of the equipment.

Questions also remain about the timing: Joseph Kabila left the country at the very moment the system was exposed. Was he informed? Was he targeted? Was he complicit? The silence of those involved only reinforces the seriousness of the matter.

And now?

Congolese authorities have not yet officially announced the legal consequences. But the incident is expected to lead to major diplomatic tensions, particularly with France and Rwanda.

A joint investigative report between Kinshasa's services and Western partners is expected in the coming days!

Is the US-Congolese cooperation, under the active diplomacy of President Félix Tshisekedi, continues to produce the expected results!?

The reasons behind the Arrest of Congolese Embassy Officials and Express to Kinshasa.

On the night of Monday, July 28, at 4:00 a.m., Félix Mweza, an official at the Embassy of the Democratic Republic of Congo (DRC) in Bujumbura, was arrested at his home by Burundian intelligence services. This arrest took place in the utmost secrecy in Bujumbura, the economic capital of the small East African nation, where all the country's diplomatic missions are located. It comes just hours after the arrest, on July 27, of Laurent Ruboneka Musabwa, another Congolese embassy employee and a prominent figure in the Banyamulenge community.

The two arrested agents were quickly transferred to Kinshasa aboard a special flight chartered by the Congolese government. They are now being detained and interrogated by the ANR (National Intelligence Agency) and the DEMIAP (Military Detection of Anti-Patriotic Activities).

According to security sources, they are suspected of secret collaboration with the Congo River Alliance (AFC) and the M23.

The M23, a former Tutsi rebel group that took up arms again in late 2021, accusing the Congolese authorities of failing to honor their reintegration commitments, is affiliated with the AFC, a politico-military movement that has controlled the administration of the provincial capitals of North and South Kivu since the beginning of the year, as well as several strategic mineral-rich areas in eastern Congo.

Félix Mweza belongs to the Bashi community, as do Bertrand Bisimwa, president of the M23 political branch, and Marcellin Cishambo, former governor of South Kivu who recently joined the AFC/M23, also at the center of the investigations.

A close friend of Mweza, speaking on condition of anonymity, denounced an illegal arrest:

"We learned of his arrest on Monday evening from some colleagues at the embassy. It's incomprehensible. How can diplomatic agents be arrested abroad without a clear legal framework? It's a serious attack on their safety and dignity." »

The Case of Laurent Ruboneka Musabwa👇

Laurent Ruboneka Musabwa, secretary of the Shikama Mutuality of the Banyamulenge and president of the association of survivors of the Gatumba massacre—where more than 160 members of this community were killed in August 2004 in a UNHCR-run camp near the Congolese border—was transferred to Kinshasa less than 24 hours after his arrest, amid the same official silence.

Authority Silence 👇

No official communication has been issued by either the Burundian or Congolese authorities. This silence fuels speculation about the legality of the procedure and the geopolitical issues underlying these express transfers.

An Explosive Regional Context👇

This case occurs in a particularly tense regional climate:

Burundi, a military ally of Kinshasa, has deployed 10,000 soldiers to the DRC to fight alongside the FARDC, the Congolese loyalist army, and the Wazalendo militias against the AFC/M23.

Gitega and Kinshasa accuse Kigali of supporting these rebel movements, while Rwanda rejects these accusations and denounces Kinshasa and Burundi's alleged support for the FDLR, a Rwandan armed group accused of genocide against the Tutsi in 1994.

In this climate of fragile alliances and mistrust, the arrests of Félix Mweza and Laurent Ruboneka Musabwa appear to be a new episode in an intelligence war that extends beyond the diplomatic sphere.

Is FARDC planning to massacre the Banyamulenge using FDLR from Burundi.

The spokesperson for the Armed Forces of the Democratic Republic of Congo (FARDC), Major General Sylvain Ekenge, denied on Saturday, July 26, allegations of infiltration by alleged FDLR elements trained and equipped in Burundi to commit targeted massacres against the Banyamulenge population. These accusations had been made the day before, July 25, by the MRDP-Twirwaneho armed group, operating in the Fizi highlands.

In a statement, the army spokesperson stated that these allegations are "completely baseless" and constitute a "desperate attempt to alienate national and international opinion" and to "sabotage the efforts undertaken within the framework of the Washington and Doha peace processes."

However, the FARDC revealed that it had "verified and cross-checked" information regarding a planned massacre of the Banyamulenge population of Minembwe, in South Kivu, by the TWIRWANEHO armed group. This criminal plan also allegedly involved the complicity of RED TABARA, another armed group active in the region.

The objective of this pogrom, according to the FARDC, was to "create an outcry and blame the Congolese and Burundian governments through their defense and security forces."

Faced with this threat, the Armed Forces of the Democratic Republic of Congo denounce and condemn the "criminal appetites" of these forces of evil and their tendency to torpedo efforts to restore peace in eastern DRC.
