Can UCC,MTN,Airtel,Africell,UTL tell us who are the culprits behind these phone numbers? Are our emails ,mobile money accounts,mobile banking and social media accounts safe???

Are Telecom companies and other bodies involved ready to tell us who are the owners of these phones numbers that try to intercept our messages(2FA)? Are our social media accounts ,emails , mobile money accounts,mobile banking accounts etc safe??? I started by showing local phone numbers that used to intercept these messages and now since the government has done much to iron out this threat,the intercepting numbers change to international phone numbers.As you can see these phone numbers are related and we're or are purposely owned by a similar group with similar intentions.
