President Kagame has made changes to the National Intelligence and Security Services (NISS). Brigadier General Jean-Paul Nyirubutama, a professional operative who has no blood of innocent people on his hands, has been replaced by the notorious Jimmy (James) Wizeye, a ruthless NISS operative who has been operating in Europe under the diplomatic cover of First Secretary at Rwanda’s embassy in the United Kingdom (UK).
His recall to Rwanda illustrates Criminal Paul Kagame’s growing diplomatic challenges in Europe, especially in the UK, because Jimmy Wizeye has been essential to providing diplomatic cover for intelligence operations and for money-laundering activities on the continent. He also blamed by many victims for being the chief coordinator of poisoning operations in Europe. In short, Jimmy Wizeye is a cold-blooded assassin.
The appointment of Jimmy Wizeye as external intelligence chief (Deputy Director of NISS) marks a reversal to the older operational modus operandi under which NISS was involved in eliminating targets in cities across the globe, killing operations that Brigadier General Jean-Paul Nyirubutama had halted during his tenure as head of Rwanda’s external intelligence (Deputy Director of NISS).
In 2004, Jimmy Wizeye, then a Rwandan embassy official in Uganda, was expelled from Uganda for subversive activities, after which Rwanda relocated him to the UK.
