Is Agenong'a Robert an MP in both Uganda and DRC?

 According to OSINT collections from various social media sources,there is a claim that a national deputy(MP) in Mahagi (DRC) may have been voted as an MP to the parliament of Uganda though the claims are not yet verified.

The person in this case is claimed to have been elected as a national deputy in Mahagi, Ituri, DRC, in names of Agenong'a Robert Terra who was also elected as a national deputy in Uganda during the recent elections a presented in the pictures below.

In the photo above ,the claim is that he contested for a member of parliament in DRC 

In this photo above,in picture no1,he is represented as a Ugandan!


Now,the question is,how can someone become a member of parliament or represent people from two different countries????
