In an emergency closed-door meeting of the M23 military high command, chaired by Brigadier General Bernard Maheshi Byamungu, the group's second-in-command, the absence of Major General Sultani Makenga, Brigadier General Justin Musanga Gaceri and Rubaya axis operations commander Colonel Japhet Gakufe underscored the gravity of a recent drone attack, a FARDC drone strike that eliminated M23's military spokesperson, Lieutenant Colonel Willy Ngoma, along with six other M23 military officers and their escorts.
Major General Sultani Makenga, Brigadier General Justin Musanga Gaceri and Colonel Japhet Gakufe had all been traveling in the same convoy as Lieutenant Colonel Willy Ngoma.
