M23 holds a meeting in Bukavu: Notable appearance by MarcelinCishambo in Bukavu alongside FRN leaders.
A meeting held this Thursday, October 22, 2026, in Bukavu by the Vice-Presidents of the Front for the Refoundation of the Nation (FRN) featured an appearance that did not go unnoticed.
The honorary Governor of South Kivu, Marcelin_Cishambo_Ruhoya, took part in this strategic meeting—held in the provincial capital—between Corneille_Nangaa and Bertrand Bisimwa, the movement’s Vice-Presidents, and other FRN officials.
This participation confirms that the former provincial leader has joined the politico-military movement led by Joseph Kabila Kabange. A political heavyweight in South Kivu, Marcelin_Cishambo—who governed the province for over a decade under the Kabila regime—had remained out of the public eye since the fall of Bukavu.
His presence alongside Corneille_Nangaa, former head of the CENI and leader of the AFC, and Bertrand_Bisimwa, president of the M23, sends a strong signal. It underscores the FRN’s ambition to broaden its political base and rally former stalwarts of the Kabila regime around its project for the "refoundation" of the State. During this meeting—described as having a friendly atmosphere by sources close to the rebel movement opposing the regime of FĂ©lix Antoine Tshisekedi—leaders of the FRN reportedly discussed the political and administrative organization of the areas under their control with local officials, as well as the security situation in the Ruzizi Plain and the highlands of Fizi, Uvira, and Mwenga.
This appearance by Marcelin_Cishambo in Bukavu comes at a time when Kinshasa is accusing the FRN of seeking to destabilize state institutions and preparing a large-scale offensive from the eastern part of the country.
