10 civilians killed by ADF in 3 days in Beni

Ugandan rebels from the Democratic and Allied Forces (ADF) have been perpetrators of several attacks in the space of three days; in the Banande-Kainama and Malambo groups, Beni territory in North Kivu. During these attacks, at least 10 civilians were killed by these rebels.

It is the Centre for Study for the Promotion of Peace, Democracy and Human Rights (CEPADHO); which delivers the news in its daily newsletter on the security situation in both the city and the territory of Beni.

According to this organization, some of the victims were killed on the day of September 04 and Saturday, September 05; in the villages Kakuka, Kafeza, Kitiba and Kingamuviri in Banande-Kainama Group.

′′ In addition to the looting and other damage deplored, at least 6 civilians were massacred and another 2 injured. Some civilians kidnapped in Ibanda / Semuliki were also reported on Friday. We learn that 4 of them would have been released by their executioners on Sunday, September 07; after being forced to serve as Carriers of the Attackers." .

The other 4 civilians, including a woman, were massacred by ADF; around 15 pm on Monday, September 07 at the Butau River north of Halungupa; in the Kilya Village in Malambo group. Victims would have been surprised by rebels in their fields, add the document.

′′ In this country, Wednesday, September 02th, 1 civilians had been killed by ADF in Tsotsora and 2 others seriously injured. Victims would have been embarrassed when their fields returned. The dead and one of the injured have been identified as residents of Nzenga, close to Mutwanga." says CEPADHO.

With the various massacres perpetrated last weekend and Monday; CEPADHO realizes that at least 70 civilians have been killed by ADF in the space of three weeks in Beni territory. This brings to 824, civilians massacred by ADF since the launch of large-scale operations against them by FARDC on October 30, 2019.

In this context, CEPADHO reminds us that the capacity of the ADF / MTM movement should not be minimized, which he believes is attached to terrorist groups in the Islamic State Daesh, Al Shebaab of Somalia, or Al Sunnah of Mozambique.

Armed men assimilated to the ADF (Allied Democratic Force) rebels stormed the region of Kilya, Halungupa village, in Ruwenzori sector, Beni territory in the north of North Kivu province, on Monday, September 07 2020.

Clashes opposed elements of the Armed Forces of the Democratic Republic of Congo "FARDC" to ADF combatants on Wednesday, September 02, 2020 on the Mbau-Kamango road, in Beni territory in the province of North Kivu.

Lieutenant Anthony Mualushayi, spokesperson for the army in the Beni region, takes stock of 3 ADF combatants killed and two AK-47 weapons recovered, during these fights which took place at kilometer points 17 and 18.

"We imposed our professionalism on the rebels on the evening of last Wednesday. They wanted to attack our positions on the spot. Alas! Our elements were vigilant, they retaliated against the threat," he said.

He specifies that an element of the regular army which was wounded, continues the medical care.

The same source underlines that the situation is under the control of the FARDC which continues the operations of the searches.

Noble Peace prize winner Denis Mukwege clearly says that his executioner's are hidden in DRC army and institutions

Speaking by videoconference from Bukavu, South Kivu, during a session of the Committee on Human Rights of the European Parliament, Dr Denis Mukwege explains why violence continues in the eastern part of the Democratic Republic of Congo. For this Nobel Peace Prize, ′′ it's because yesterday's executioners still hide in the army and institutions of the Democratic Republic of the Congo and the countries of the region ".

Hence Denis Mukwege's call for the creation of an International Criminal Tribunal ′′ that can judge, not only the crimes of both wars, but that his mandate extends so far ". ′′ The lack of political will and realpolitik have too long awarded over need and thirst for justice and truth. It is in this context that the massacres continue. This situation that shame our common humanity cannot last anymore ", said the head of Panzi hospital.

Before the European Parliament, Denis Mukwege tones against the lack of justice for crimes in the Democratic Republic of Congo. And despite the death threats he's been a victim of for some time, he's far from discouraged and doesn't remove it. ′′ Without judging past crimes, human rights violations will continue to multiply in my country ", says Denis Mukwege while emphasizing the gravity of the human rights situation.

Dr Denis Mukwege refers to the figures of the latest report published by the United Nations Office for Human Rights on the first six months of the year. ′′ On average, eight civilians are killed every day in conflict, it's huge. And often, women and children are the main victims. Day after day, month after month, year after year, new human rights violations are documented, reported and analyzed ".

However, Denis Mukwege commends Félix Tshisekedi's initiative, which he describes as ′′ politician unrelated to past crimes ", for having opted for the establishment of a transitional justice mechanism. But early August, the Head of State complained about the little progress on this project under study at the government level, he says.

Dr Denis Mukwege, is the target of new death threats for denouncing the pursuit of the massacres in eastern Congo. The Nobel Peace Prize has mainly called for the establishment of an International Criminal Tribunal to prosecute all crimes that have gone unpunished for over twenty years.

Dr Denis Mukwege has been bullied and death threats. The General Manager of the Panzi hospital escaped an assassination attempt in October 2012, in the center of Bukavu, the capital of South Kivu. The keeper of his house had been shot at point blank blank. He knew himself in danger. He had been repeatedly threatened by armed groups for reporting rapes and other forms of sexual violence for which they are responsible, according to Amnesty International.

Colonel Michel Rukunda Makanika deserter of FARDC who commandes the Rwandophone Gomino coalition and allies captured Minembwe lastnight

Colonel Michel Rukunda Makanika a Rwandan subject who had infiltrated the Congolese army until recently when this colonel decided to desert FARDC, to strengthen his Rwandan brothers in the hills of Minembwe, he surprised the Congolese army tonight at 00 h local time of Minembwe, he picked up the rural municipality of Minembwe.

We expect a violent clash this morning between FARDC and the Rwandophone coalition led by this Rwandan colonel Michel Rukunda Makanika who was a colonel in FARDC, for the recovery of this commune. The risk is very high to abandon this part of the territory in the hands of Colonel Michel Rukunda Makanika, including Major Etula Delphin who stayed in the Congolese army like a Rwandan spy in this Congolese army, he is a T2 within the Congolese army, he is in charge of military intelligence in the operational zone, he is the eye of the Demiap in the operational sector. Major Etula Delphin is the T2 of the Uvira operational sector but in the Congolese army.

there have been several arrests of Congolese soldiers in the fardc who worked with this Rwandan Colonel Michel Rukunda Makanika this last time, oddly all these military collabos, have never been transferred neither to Bukavu, less yet to Kinshasa so they can suffer the rigour of the law. Among the moles that had been arrested in the army, Major Elimo was second commander of Battalion 3304, he was arrested in flagrantance, he had a lot of money and several materials recruiting FARDC soldiers who could join and strengthen Colonel Michel Rukunda Makanika this Rwandan deser who was in our army and who has just captured the rural commune of Minembwe tonight at 00 pm local time.

Major Elimo was not alone, he had been surprised in his package with his wife who is the little sister of Lieutenant-General Fall Sikabwe Asinda recently nominated by President Félix Tshilombo as the new Chief of Staff of the Land Force of the Democratic Republic of Congo, General Fall Sikabwe has involved himself to get the liberation of his brother-in-law Major Elimo who is charged with serious facts ′′ recruitment on behalf of the enemy ′′

How can we win the war from the moment the enemy to defeat is also the army, the enemies are among us. Dr. Denis Mukwege was right to denounce this deadly complicity within the army.

Major Delphin Etula is close to General Rugay and General Mundos, that's why this quarantine from the Eastern Democratic Republic of Congo will never know peace, a multidimensional situation is powered by bad faith and complicity of Congolese policies themselves .......

The situation in the East is a tragedy maintained by all Congolese politicians, but everyone at their own level.

Haven't we reached the point where we have to take the risk of breaking the house and starting again because the Congolese continue to be massacred for free by those supposed to protect them?

Unfortunately, they are in the army, and they hold the command posts in the same Congolese army, they have all been appointed on last nominations.

The republic of comrades is that of the accomplices.

′′ A people who elect corrupt, renegade, imposters, thieves and traitors are not victims! He is an accomplice ′′ George Orwell

The Congolese army must be reformed, before the virus in its breast starts its cannibalism, no one will be spared.

Rwandan rebel leader Leon Mpiranya aka ′′ Kagoma ′′ killed in Rutshuru

Like I got some bits of information about three days ago,it is now confirmed as FARDC (Armed Forces of the DRC) announced the neutralization last weekend of the Rwandan rebel leader of the FDLR / RUD movement (Ralliement for Unity and Democracy).

spokesperson for Operation Sokola 2, Major Ndjike Kaiko, said that self-proclaimed General Leon Mpiranya aka ′′ Kagoma ′′ was killed, on the night from Thursday to Friday, August 28, in the village of Makoka, in Binza group, in the territory of Rutshuru (North-Kivu).

He says that it was following a military operation that targeted this dissenting faction of the FDLR / FOCA and their allies from the Collective of Movements for Change, CMC / NYatura from August 16 to 28

Major Ndjike Kaiko also claims that this high FDLR framework was killed and other fighters from his group captured.

′′ Operations took place in two phases and on two axes. There was the Nyabanira axis and the Kitshanga axis. After obviously the hard fighting between the loyalist forces and these illegal gun holders, the DRC Armed Forces have managed to neutralize General Kagoma who is the manager who replaced, at the head of the FDLR / RUD, Jean Michel Africa who was neutralized a year ago. He in turn, General Kagoma, was neutralized, but also we restored state authority throughout this area, and we collected the weapons, we neutralized a lot of incivic, but also there are those who, following pressure, went to the loyalist army ", he said.

Nearly $ 800000 to finance armed groups intercepted by police at the Kasindi border station

Like i did a post on this on monday,i have been digging much to get full info about this money nearing $ 800.000 to finance armed groups
intercepted by police at the Kasindi station
September 1, 2020
Police at the border of Kasindi have intercepted,
since August 9, 2020, a package containing at
least 800000 US dollars, intended for rebels
active in the Beni region, confirmed Monday,
August 31 by local civil society as well
as government delegate based in Kasindi.
According to these two sources, the offender
caught in the bag, claimed that the money came
from Nairobi, Kenya and should be used as
logistical support to the rebels in the Beni region
who are logistically stripped following the high
pressure of the FARDC.
′′ This is a file that exists. Kasindi is a small
town, when a new one like this is circulating well
it's almost the whole city that is informed of it.
And so we have the DCF officer for example,
there are also some customs officers who know,
the person carrying this money had revealed that
this money was intended for funding an armed
group without being able to quote the name of
this group ", said Prosper Kalengya, Vice
President of Kasindi Civil Society.
Joint by Act30 cd, Kasindi's delegate official,
Kambale Sivavuyirwa Barthélémy has clarified
that some members of the local security
committee have already been arrested and are
currently being before the Congolese justice of
the region in order to inform about the crossing
of this sum.
The local authority has called the population to
calm while awaiting further investigations
opened by the competent authorities in Beni to
learn more about the file.
As a reminder, civil society actors in the Beni
region have always alerted the funding of armed
groups including ADF rebels with funds from
outside to supple the logistics of these rebels.

This is what the gorvenors of north kivu, south kivu and ituri want from President Tshisekede

Governors in North Kivu, South Kivu and Ituri
have been welcomed by President Félix
Tshisekedi. Excessed by the resurgence of
violence in the East of the country, they came to
Kinshasa to seek government assistance. They
wish for greater government involvement in
fighting insecurity. A few weeks ago, several
citizen movements in the eastern part of the
country launched a petition to remind the head
of state of his campaign promise: bring peace
back to the east of the country.
Governors from the three provinces met with
President Tshisekedi twice. The last meeting on
Monday even lasted five hours in the presence of
several ministers and focused on the thorny
security issue.
According to several sources, Governors have
obtained from Kinshasa that certain road axes be
rehabilitated, not only to fight insecurity, but also
to promote economic activity.
They would have also obtained government
speed up the process of retrocession by 40 % of
national income to the provinces as provided for
in the Constitution. Some provinces such as
South Kivu accuse up to nine months of arrears.
World Bank officials, Monusco and other
development partners have also been involved in
trade.
New offensives are also planned against several
armed movements, especially in South Kivu.
In a communication from the presidency on
Monday, the Head of State reaffirmed his resolve
to bring peace back to that part of the country.
Dry cuts in budgets
After Eastern Governors, it is the collective of
MPPs who, in turn, wishes to meet with
President Tshisekedi to talk about the difficulties
faced by provincial institutions. Like their
executive colleagues, they want to advocate for
withholding the retrocession of 40 % of national
income dedicated to provinces and other
decentralized bodies. Because today, despite the
promises, delays are increasing, no investments,
low operating budget and unpaid salaries.
Even in light of the latest figures from the
Ministry of Budget, provincial institutions are
right to complain. Apart from Kinshasa, the
capital, North Ubangi and Ecuador, at the end of
July, the other 23 provinces had still not seen
anything from the central government for the
investments planned in the 2020. budget. It must
be said that barely adopted, This budget had
been divided almost by two and the investment
budget of almost half of the provinces had
already been sacrificed on that occasion.
But after more than six months of execution, the
cuts are even tougher. As of July 31, central
government had contributed $ 45 million less
than expected. Cut-ups are also felt in operating
budgets. Only remuneration, mandatory spending,
is officially paid, still according to the Ministry of
Budget.
But Governors complain about several months of
retrocession arrears and say they struggle to turn
their services around. MPPs say they are about
to register their ninth month of unpaid salaries
again, as the government pledged to start
purging these arrears.
This drastic reduction in income transfers
allocated to the provinces is all the more
weighing on those with no own resources. This is
why the collective of provincial deputies is also
advocating for the effective implementation of
the National Equalization Fund. This fund
provided for by the 2006 Constitution was
supposed to balance the income distribution
between rich provinces and poor provinces of
the Democratic Republic of the Congo.
