DRC: Army Calls on US and Qatari Negotiators to Address AFC/M23 Violations of Agreements

The General Staff of the Armed Forces of the Democratic Republic of Congo (FARDC) denounced , in a press briefing, the "continued aggression" by the AFC/M23 rebellion despite the commitments made in recent agreements, including the ceasefire.

"Every day, the M23/AFC coalition continues to attack our positions, systematically violating the ceasefire," declared the spokesperson for the armed forces, Major General Sylvain Ekenge.

He called on the American and Qatari facilitators of the negotiations to "immediately take the necessary measures" in response to these "expansionist ambitions."

While reaffirming their commitment to the peace process, the FARDC (Armed Forces of the Democratic Republic of Congo) warned that they “have taken and will continue to take all necessary measures on the ground to respond firmly to these provocations.”

This hardening of their stance comes as new fighting has been reported in the last 48 hours in Masisi and Walikale, in North Kivu, as well as in South Kivu, raising fears of a large-scale resumption of hostilities in eastern DRC.

Two days of sit down demonstration to honor the victims of the ADF and demand peace.

The first day of inactivity, this Friday, November 28, 2025, is being organized by a coalition of pressure groups and citizen movements to honor the memory of the victims of the ADF massacres in Ntoyo, Byambwe, Mukondo, Mabambi, and other localities in North Kivu. It aims to reiterate the refusal to normalize this tragedy and to urge the government to take action.

The second day of inactivity will take place on Tuesday, December 2, at the call of the Synergy of Women's Organizations of Butembo (SYOFEM), which condemned the atrocities, of which women are particularly victims, during a meeting at the ADF headquarters on November 25. SYOFEM is organizing a peaceful march to demand greater involvement from the authorities in restoring peace.

M23 now controlling kimbili and nyarubemba

In South Kivu, the villages of Kimbili and Nyarubemba are now controlled by the AFC-M23 rebels. This territorial takeover follows an offensive launched on November 20 against positions held by the FARDC (Armed Forces of the Democratic Republic of Congo) supported by the Wazalendo (Armed Forces of the Democratic Republic of Congo). The fighting particularly targeted outposts in the Basiki chiefdom, within the Bamuguba Sud group.

Following the clashes, the rebels consolidated their presence in the area, marking a strategic advance in the Shabunda territory. This episode has also triggered significant population displacement: approximately 160 families are reported to have fled their homes to escape the insecurity. These households come primarily from Lulimba, Kimbili, Mulanga, and Ngolombe. Some have headed towards villages such as Isesya, Lutika, or Kiluma, while others, more vulnerable, have retreated into the bush, hoping to find some respite until a possible ceasefire.

The M23's advance in this region is causing serious concern among the population, especially as it comes amid persistent tensions in eastern DRC.

4 Dead and 14 Wounded in Exchanges of Fire Between 2 Armed Groups; FARDC Restores Order

 Uvira:

The Armed Forces of the Democratic Republic of Congo (FARDC) announced that they had restored order on Sunday, November 23, 2025, in the city of Uvira (South Kivu), following clashes between two factions claiming to be "fake Wazalendo." The clashes severely disrupted the city, the provisional seat of provincial institutions.

According to information provided by the spokesperson for Operation Sukola 2 South Kivu, Second Lieutenant Mbuyi Kalonji Reagan, sporadic gunfire reported in several neighborhoods resulted in a provisional death toll of four: one FARDC soldier, two members of the Wazalendo groups involved, and a civilian motorcyclist. Fourteen people were also wounded, including nine civilians, two loyalist soldiers, and three Wazalendo fighters. The wounded were transferred to the Uvira Military Referral Hospital and the Uvira General Hospital. The FARDC (Armed Forces of the Democratic Republic of Congo) reported recovering three AK-47 rifles during the operation.

Military authorities denounced a "destabilization plan" attributed to enemies of the country, who are allegedly using groups falsely claiming to be part of the Wazalendo movement to sow confusion and undermine stabilization efforts in the east of the country. The army stated that these elements were "neutralized and rendered harmless" thanks to the joint intervention of the Panther units and the Rapid Intervention Battalion.

The commander of the 33rd Military Region and head of the South Kivu and Maniema Task Force, Brigadier General Ilunga Kabamba Jean-Jacques, called on the population "not to succumb to disinformation" and to cooperate with the security services. He also urged residents to report any troublemakers in a security context marked by the activities of armed groups, notably the M23-AFC coalition, which the FARDC accuses of being supported by the RDF.

In the aftermath of the incidents, a lull was reported in the city. The army asserted that the situation was now under control, pending the conclusions of investigations launched to identify those responsible for the disturbances.
