The M23 no longer recognizes any regional or international agreements signed with Kinshasa. This decision marks a major escalation and completely redefines the balance of power on the ground. The movement justifies this break by the alleged assassination of several of its leaders, which it attributes to the Congolese authorities. In response, it announces a new phase of the conflict: a structured, coordinated, and nationwide military offensive. The stated objective: to reach and control Kinshasa, the political and strategic heart of the Democratic Republic of Congo. The cable mentions crucial support from Rwanda, which is reportedly providing surveillance and attack drones, sophisticated weaponry, and advanced logistical support to accelerate the rebel advance.
