"The joint forces of the Ugandan People's Defence Forces (UPDF) and the Armed Forces of the Democratic Republic of Congo (FARDC), as part of the joint operation, Operation Shujaa, intensified operations against the Allied Democratic Forces (ADF) in eastern Democratic Republic of Congo, striking a rebel camp west of the Epulu River and recovering a significant cache of weapons and bomb-making materials," announced a statement from this joint force of the Armed Forces of the DRC and the Ugandan army.
The two forces seized a cache of weapons, improvised explosive devices, a molding machine, and other assorted equipment. A number of ADF fighters were killed during the assault, while others fled with wounds.
Overseeing the offensive is the commander of Operation Shujaa, Major General Stephen Mugerwa, who coordinated directly with field units and pledged to maintain pressure on the insurgents until they are thoroughly neutralized.
"During the latest offensive, twelve captives were freed around Ofayee, near the Ndimo region. The former captives described harsh conditions during their time in the hands of the rebels, including physical abuse and forced labor."
After FARDC's Drone Attacks In Rubaya: Is Major General Sultani Makenga Critically Injured, Dead, or in Hiding?
Major General Sultani Makenga and Brigadier General Justin Musanga Gaceri have neither been seen nor used their military communication channels or private lines from 24 February 2026 to today, 28 February 2026. They were expected to lead sweeping offensive operations against FARDC in Masisi Territory, North Kivu.
However, RDF-M23 operations in Masisi are currently being directed by war hardened - Colonel Séraphin Mirindi.
Sources indicate that Major General Makenga and Brigadier General Gaceri were critically injured in a FARDC drone strike near Rubaya on February 24, which killed M23 spokesperson Lt Col Willy Ngoma and other military officers of RDF-M23.

A Rwandan military fixed-wing aircraft, identified as a Cessna 208 Caravan, was spotted violating the airspace of the Democratic Republic of Congo (DRC) over Minembwe, in South Kivu province. After at least 24 hours of total disruption, mobile networks were restore in the mining town of Rubaya (Masisi territory) in North Kivu, and its surrounding areas.
The outage, which occurred on Tuesday, February 24, followed bombings that damaged the facilities of the three main antennas belonging to Vodacom, Orange, and Airtel in Rubaya, according to several sources on the ground. This damage occurred during clashes between the AFC/M23 rebels and the Armed Forces of the Democratic Republic of Congo (FARDC) and their allies, the Wazalendo militia.
Residents who had been deprived of communication services welcomed the reactivation of services with relief. Many mobile phone users emphasized the importance of connectivity for accessing information and communication.
The restoration of mobile money transfer services is also a relief for the local population, who rely heavily on them for their daily transactions.
During the outage, SMS and calls on the Vodacom network functioned erratically, while internet access was completely unavailable. Several residents of Rubaya now confirm that the internet is operational again.
However, the security situation remains tense in the area. Fighting intensified on Wednesday, February 25, in the village of Kasenyi, located in the Kibabi group. AFC/M23 rebels launched a counter-offensive against the Congolese army and its Wazalendo allies, who had taken control of the village last Sunday after several hours of clashes.

Wazalendo claim to have neutralized M23-RDF rebel military spokesperson Willy Ngoma in a drone strike
Fighting has been reported in Rubaya, in the Masisi territory, where the Volunteers for the Defense of the Homeland (VDP), also known as Wazalendo, claim to have repelled an offensive attributed to the RDF/M23-AFC coalition.
In a statement dated February 24, 2026, in Rutshuru and signed by Jules Mulumba, the Wazalendo declare that opposing forces have reinforced their positions in Rubaya with the aim of attacking their lines. They maintain that they exercised their "right of self-defense" during clashes concentrated particularly around a farm belonging to General Innocent Gahizi.
The movement claims that high-ranking M23/RDF rebels, including Sultani Makenga, were present in the area with a significant stockpile of military equipment. The Wazalendo group is primarily claiming the neutralization of Willy Ngoma, the M23's military spokesperson, as well as several senior officers and members of rebel leaders' escorts, including Bahati Musanga Erasto and Colonel Olivier Nzenze.
The statement also claims that Sultani Makenga has retreated to the Mater Dei Catholic parish in Matanda.
The Wazalendo-DRC Volunteers for the Defense of the Democratic Republic of Congo (VDP Wazalendo-DRC) reiterate their commitment to defending the territorial integrity of the DRC and call on the national and international community to "draw all the diplomatic and political conclusions" from these events, believing they jeopardize ongoing stabilization efforts in the east of the country.

The Congo River Alliance/M23 political-military movement announced on February 24, 2026, the death of its military spokesperson, Willy Ngoma, which occurred in tragic circumstances near Rubaya, in eastern Democratic Republic of Congo.
In a statement, the AFC/M23 indicated that Willy Ngoma died around 3:00 a.m. The movement expressed its "pain and dismay" at the loss of the man it described as a committed member of its political coordination.
Following this event, the AFC/M23 criticized the Kinshasa regime, accusing it of disregarding its commitments, particularly those related to the Doha Development Agreement. Several officers miraculously made it out and others were injured.
Kinshasa has activated attack mode for the past few days, using drones and ground troops. FARDC, wazalendo, Fndb and mercenaries from 8 countries attack AFC/M23 simultaneously on several fronts, in violation of the ceasefire accepted by both parties!
It should also be noted that unfortunately civilians also fall, in some blind drone strikes.

The agreement signed in Washington between Rwanda and the DRC is "just a starting point" and not "an end," Massad Boulos, Donald Trump's Africa adviser, said in an interview aired on February 16 on France 24, as fighting resumed on the terrain.
Questioned about a possible failure of the agreement after the rapid degradation of the security situation, the US diplomatic officer rejected this interpretation. "The Washington Agreement served as a launchpad for this process," he said, saying it was part of a broader mechanism to bring "total peace and stability in the region."
He stressed the "essential complementarity" between the Washington agreement, which deals with relations between Kigali and Kinshasa, and the Doha process, piloted by Qatar with support from the United States and the European Union, which deals with the M23-RDC case more specifically.
M. Boulos, however, admitted a "serious violation" of the agreement after the M23 takeover of Uvira, supported by Rwanda, according to Washington. "It was the M23 and Rwanda that took over the city of Uvira," he claimed, adding that Rwandan President Paul Kagame had "betrayed confidence" in the US administration.
According to him, following exchanges with Kigali, the fighters have withdrawn from Uvira, “but not entirely”, remaining “at some strong points around the city.”
Questioned about potential sanctions against President Kagame, the US official said Washington had "a number of tools" and that "measures" could be implemented. He recalled that the United States had already imposed targeted sanctions on certain individuals and entities involved in illegal trafficking related to the conflict, citing among other measures taken against James Kabarebe.
The statements come in as Rwandan President Paul Kagame, speaking at the opening of the ‘Umushyikirano’ national dialogue in Kigali, charged tensions with the DRC to the presence of Rwandan Hutus rebels from the FDLR on Congolese territory. He has rejected any involvement from Kigali related to minerals and any willingness for territorial appropriation.
Several reports from the United Nations and the United States, however, accuse Rwanda of supporting the M23. The UN Security Council has asked Kigali to drop all support to the armed group and withdraw troops from Congo. Kigali denies the allegations.
Washington says it will continue its exchanges with Rwanda and expects "concrete action on the battlefield" to judge effective implementation of commitments made.

According to Intelligence reaching us ,Lieutenant General Ychaligonza Nduru Jacques chaired a meeting in Beni on Tuesday to assess the joint SHUJAA operations between the FARDC (Armed Forces of the Democratic Republic of Congo) and the UPDF (United People's Democratic Movement). The meeting, attended by his Ugandan counterpart Kayanja Muhanga, focused on the hunt for the ADF (Allied Democratic Forces) and adapting strategies to address emerging threats.we had earlier an intelligence report on a civilian meeting held in Beni that called for the review of Shujaa operations due to frustration from recurring ADF attacks.
The meeting assessed progress in the fight against the terrorist group and reaffirmed the joint forces’ commitment to eliminating ADF elements and restoring stability in the Kivu and Ituri provinces.
Addressing the joint commanders and staff, the Commander of the UPDF Land Forces, Lieutenant General Kayanja Muhanga, emphasised the need for sustained joint training and disciplined coordination.
“If we are to achieve commendable results against the enemy, we must rehearse together, train together, brief together, and plan together,” Lt Gen Muhanga said.
FARDC’s Deputy Chief of General Staff for Operations and Intelligence, Lieutenant General Tchalingoza Nduru Jacques, commended the joint forces for their sustained efforts in restoring calm across affected areas. He also expressed appreciation for the UPDF’s engineering contributions, particularly in the rehabilitation of key road networks, including the Kasindi–Beni, Beni–Biakato, Biakato–Mangina, and Komanda–Luna roads.
“These roads are not only strategic for security operations but also vital for economic recovery in the region,” he noted.
He further revealed that several hostages had been rescued during recent operations and that a number of suspected collaborators had been arrested.
The Commander of the UPDF Mountain Infantry Division, Major General Stephen Mugerwa, praised his FARDC counterparts for their cooperation and swift response during joint operations.
Operation Shujaa, a joint military offensive launched in November 2021 by the UPDF and FARDC, was initiated after President Yoweri Kaguta Museveni of Uganda and President Félix Tshisekedi of the DRC agreed to coordinate efforts to eliminate the terrorist group operating in Eastern Congo.
While tactical successes were acknowledged, both parties recognized the continued attacks in Beni, Lubero, and Ituri, calling for a strengthening of security efforts.
Located approximately 65 kilometers from Butembo, the village of Byambwe now resembles a true ghost town. The atrocities attributed to the ADF rebels have profoundly disrupted the lives of its inhabitants.
On the night of November 14, 2025, at least 28 people were massacred. Two months later, on the morning of January 13, 2026, another attack claimed the lives of 6 more civilians. Since these tragedies, the population has fled en masse and is only returning tentatively.
Upon entering the grounds of Saint Paul Parish in Byambwe, visitors are greeted by weeds that have overgrown the once bustling pathways, a symbol of the area's gradual abandonment. According to Father Ghislain Katsere, the situation is dire.
"The situation is macabre… Twenty-eight people were massacred here on the night of November 14th, and then another six on the morning of January 13th."
Behind the parish church, the hospital is closed. The congregation of nuns who ran it have left, and the medical staff refuse to return out of fear.
"The health centers are closed, even burned down." “The healthcare staff no longer want to come because of fear,” laments Father Katsere.
Despite this persistent insecurity, two priests have chosen to remain to maintain a spiritual presence among the few parishioners. Father Katsere emphasizes, “We are still two priests here. It is very difficult, but it is our faith in Christ that keeps us going.”
The violence that struck the Lubero territory, Bapere sector, now appears to be spreading to new areas of the Beni territory. In the Malio group, Bashu chiefdom, 15 primary schools and 8 secondary schools have suspended their activities for nearly a week and a half due to the insecurity.
Since Monday, January 26, 2026, schools in the villages of Vurondo, Kisasa Ndondi, Kivira, Kisungu Vulera, and Kyondo Kitumbu have remained closed following repeated attacks attributed to the ADF/NALU in the Mwenye area (Lubero) and in Vurondo (Malio). This situation is severely disrupting the school calendar, as secondary school students are currently taking exams.
The affected populations have sought refuge in Butuhe and Butembo, considered safer, while civil society is calling on the government to intensify efforts to restore peace and allow schools to resume normal operations.
Hostages killed!
Two Pygmy citizens, held hostage by the ADF since February 6, 2026, were found dead on February 9 in Abulembi, in the village of Bwanasura/Otomabere.
They were returning from hunting when, upon encountering the ADF, they refused to be used as trackers, which led to their execution, according to a survivor.
Upon their arrival at the Bwanasura/Otomabere market, a wave of grief swept through friends and family. The widow of Dunga was rescued after attempting suicide upon discovering the bodies of her husband and her younger brother, Mapimbo.

They usually scout their target victims from the comments on TIKTOK, Facebook and Instagram whom they contact through their message boxes of these social media platforms by asking them to provide their personal phone numbers or these conmen directly give their WhatsApp phone numbers and that is where all the conning process starts .The fraudsters ask which type of business the victim does or intends to do, the capital they have or the capital they intend to start with. It from this point that the culprits start convincing the victim of an existing statehouse body that works through Natasha to fund or help people. After knowing that the victim is convienced,they compel him or her to provide a mobile phone number ,the NAMES,PLACE OF ORIGIN,ETC and the compel him to pay a fee of 48,000.

And as an experience person in cyber crimes i was seeing the interface and the proof that it was fraud!You can see the spelling of some words ,meaning he did it on hurry just to convince the target!
Conclusion :
As you know,I have been writing about this cyber criminals in this region for over 7 years,Iam very sure that many people have fallen victim and no justice to such victims,In upcountry disticts parents have lost money to such fraudsters and very few of these conmen have been brought to book.Many of these fraudsters have even gone to an extent of using the church to con people and many innocent poor peasants have fallen prey without any hope of rescue from these conmen.

Why are these cyber acts apparently uncontrollable?
One of the biggest challenge police or the cyber security team has is the uncontrollable ownership of SIMCARDS IN Uganda(how simcard vendors registered these simcards is an issue I also made an investigative post on about some years ago) ,I know it is very hard to believe that up to now,many simcards are held by people yet they are not registered in their own names.If a victim reports a case or is conned of his or her money,the phone number that was used is thrown away and it hinders investigation or the innocent person falls victim.The gorvenmnet SECURITY agencies must again investigate on how these simcards are registered.
There is a suspicion that a good number of many people own our national IDs yet they are not citzens of Uganda or when they actually do not stay in Uganda.Many non citzens have dubiously acquired or registered for national Ids which they use to register for simcards.This is more common in districts sharing borders with our neighbouring countries.Some of these come and carry out such cyber acts and then turn back to their countries.It is very hard to believe this but facts will soon or later prove this.The gorvenment must employ strict measures in how and who should register for NATIONAL IDs.And stern and strong warning to people involved in the registration and issuance of national documents must be availed and culprits reprimanded.Our president is the most. Panafrricanist in Africa and Uganda the most welcoming to all foreigners but If foreigner wishes to stay in Uganda, a legal and due process must be followed and thus a foreighner legally allowed to stay or get a ugandan citizenship must be the only one to be allowed to register for our national ID.This issue of dubious acquisition of athe national ID by unknown foreighners is not only a fraud threat to civilians but a big danger to the strategic security of all the sectors of the country.
UCC,Police and other cyber defence departments must carry out a massive enlightment of the public on such acts and this enlightment must target the people in vilages.As witnessed,these cyber criminal acts are rampant during the school fees payment time targeting frustrated parents;
